1616 2 Congresswoman Jackie Walorski.
1717 3 Whereas, Jacqueline R. Walorski (Jackie) was born on
1818 4 August 17, 1963, to Raymond and Martha Walorski in South
1919 5 Bend, Indiana;
2020 6 Whereas, Congresswoman Walorski graduated from James
2121 7 Whitcomb Riley High School in 1981, attended Liberty Baptist
2222 8 College, and earned a Bachelor of Arts degree in
2323 9 communications and public administration from Taylor
2424 10 University in 1985, making her the first in her family to
2525 11 graduate from college;
2626 12 Whereas, Upon graduation, Congresswoman Walorski held
2727 13 positions as a crime reporter for WSBT-TV, staff member of the
2828 14 South Bend Regional Chamber of Commerce, Executive
2929 15 Director of the St. Joseph County Humane Society, Director of
3030 16 Development for Ancilla College, and Director of Development
3131 17 at Indiana University South Bend;
3232 18 Whereas, In 1995, Congresswoman Walorski married her
3333 19 husband, Dean Swihart, and in 2000, the couple elected to
3434 20 serve as non-traditional Christian missionaries in Romania for
3535 21 four years, where they assisted in church planting, worked with
3636 22 homeless children, orphanages, the children's burn unit, and
3737 23 remote villages before eventually founding an agency to help
3838 24 provide food and medical supplies to the country's
3939 25 impoverished children;

4141 1 Whereas, In 2004, Following her return from missionary
4242 2 service, Congresswoman Walorski was elected to the first of
4343 3 three terms serving the twenty-first district in the Indiana
4444 4 House of Representatives;
4545 5 Whereas, Congresswoman Walorski quickly rose to become
4646 6 the Assistant Floor Leader for the Republican caucus and
4747 7 served on multiple committees, including Public Policy and
4848 8 Family, Children, and Human Affairs Committees;
4949 9 Whereas, During her tenure in the Indiana House of
5050 10 Representatives, Congresswoman Walorski authored legislation
5151 11 combating identity theft, sponsored Indiana's voter
5252 12 identification law, advocated for the unborn and the Second
5353 13 Amendment, was a policy leader for fiscal responsibility, and
5454 14 promoted economic growth through efforts to balance Indiana's
5555 15 budget, lower taxes, and eliminate wasteful government
5656 16 spending;
5757 17 Whereas, In 2012, Congresswoman Walorski was elected
5858 18 to serve the Second Congressional District of Indiana in the
5959 19 United States House of Representatives for the 113th Congress,
6060 20 where she served as Chair of the Nutrition Subcommittee,
6161 21 Ranking Member of the Ethics Committee and the
6262 22 Subcommittee on Worker and Family Support of the Committee
6363 23 on Ways and Means, and as a member of the House Committees
6464 24 including Agriculture, Armed Services, Budget, Ethics, and
6565 25 Veterans' Affairs;
6666 26 Whereas, While in Congress, Congresswoman Walorski
6767 27 was a leader for those in poverty by strengthening programs for
6868 28 foster youth and children involved in the welfare system,
6969 29 expanding access to paid family leave and child care, fighting
7070 30 food insecurity, providing expedited delivery of international
7171 31 food aid, and increasing food donations;
7272 32 Whereas, Congresswoman Walorski championed issues
7373 33 directly impacting Hoosiers in all walks of life through
7474 34 legislation concerning small businesses, manufacturing,
7575 35 agriculture, economic opportunity, the fentanyl crisis, national

7777 1 security, and transparency in the federal government;
7878 2 Whereas, The daughter of an Air Force veteran,
7979 3 Congresswoman Walorski remained steadfast in her advocacy
8080 4 for servicemembers and veterans through the enactment of the
8181 5 Veterans Mobility Safety Act of 2016, expanding whistleblower
8282 6 protections to military sexual assaults through the National
8383 7 Defense Authorization Act for Fiscal Year 2014, and
8484 8 introducing legislation to double the death gratuity paid to
8585 9 families of servicemembers killed on active duty;
8686 10 Whereas, On August 3, 2022, Congresswoman Walorski
8787 11 was returning from a ribbon-cutting ceremony at a soybean
8888 12 processing facility in Claypool, Indiana, along with staff
8989 13 members Zach Potts and Emma Thomson, when their vehicle
9090 14 was involved in a fatal collision; and
9191 15 Whereas, Congresswoman Walorski's integrity, conviction,
9292 16 work ethic, passion for public service, and strength of Hoosier
9393 17 values will be greatly missed in the United States House of
9494 18 Representatives, the Second Congressional District of Indiana,
9595 19 and across the Hoosier state and nation: Therefore,
9696 20 Be it resolved by the Senate of the General Assembly
9797 21 of the State of Indiana, the House of Representatives
9898 22 concurring:
9999 23 SECTION 1. That the Indiana General Assembly
100100 24 memorializes Congresswoman Jackie Walorski.
101101 25 SECTION 2. The Secretary of the Senate is hereby directed
102102 26 to transmit copies of this Resolution to Dean Swihart, Martha
103103 27 Walorski, David Walorski, and Keith Walorski.
