Walorski (Jackie) was born on 4 August 17, 1963, to Raymond and Martha Walorski in South 5 Bend, Indiana; 6 Whereas, Congresswoman Walorski graduated from James 7 Whitcomb Riley High School in 1981, attended Liberty Baptist 8 College, and earned a Bachelor of Arts degree in 9 communications and public administration from Taylor 10 University in 1985, making her the first in her family to 11 graduate from college; 12 Whereas, Upon graduation, Congresswoman Walorski held 13 positions as a crime reporter for WSBT-TV, staff member of the 14 South Bend Regional Chamber of Commerce, Executive 15 Director of the St. Joseph County Humane Society, Director of 16 Development for Ancilla College, and Director of Development 17 at Indiana University South Bend; 18 Whereas, In 1995, Congresswoman Walorski married her 19 husband, Dean Swihart, and in 2000, the couple elected to 20 serve as non-traditional Christian missionaries in Romania for 21 four years, where they assisted in church planting, worked with 22 homeless children, orphanages, the children's burn unit, and 23 remote villages before eventually founding an agency to help 24 provide food and medical supplies to the country's 25 impoverished children; 2023 RC 1533/DI SM 2 1 Whereas, In 2004, Following her return from missionary 2 service, Congresswoman Walorski was elected to the first of 3 three terms serving the twenty-first district in the Indiana 4 House of Representatives; 5 Whereas, Congresswoman Walorski quickly rose to become 6 the Assistant Floor Leader for the Republican caucus and 7 served on multiple committees, including Public Policy and 8 Family, Children, and Human Affairs Committees; 9 Whereas, During her tenure in the Indiana House of 10 Representatives, Congresswoman Walorski authored legislation 11 combating identity theft, sponsored Indiana's voter 12 identification law, advocated for the unborn and the Second 13 Amendment, was a policy leader for fiscal responsibility, and 14 promoted economic growth through efforts to balance Indiana's 15 budget, lower taxes, and eliminate wasteful government 16 spending; 17 Whereas, In 2012, Congresswoman Walorski was elected 18 to serve the Second Congressional District of Indiana in the 19 United States House of Representatives for the 113th Congress, 20 where she served as Chair of the Nutrition Subcommittee, 21 Ranking Member of the Ethics Committee and the 22 Subcommittee on Worker and Family Support of the Committee 23 on Ways and Means, and as a member of the House Committees 24 including Agriculture, Armed Services, Budget, Ethics, and 25 Veterans' Affairs; 26 Whereas, While in Congress, Congresswoman Walorski 27 was a leader for those in poverty by strengthening programs for 28 foster youth and children involved in the welfare system, 29 expanding access to paid family leave and child care, fighting 30 food insecurity, providing expedited delivery of international 31 food aid, and increasing food donations; 32 Whereas, Congresswoman Walorski championed issues 33 directly impacting Hoosiers in all walks of life through 34 legislation concerning small businesses, manufacturing, 35 agriculture, economic opportunity, the fentanyl crisis, national 2023 RC 1533/DI SM 3 1 security, and transparency in the federal government; 2 Whereas, The daughter of an Air Force veteran, 3 Congresswoman Walorski remained steadfast in her advocacy 4 for servicemembers and veterans through the enactment of the 5 Veterans Mobility Safety Act of 2016, expanding whistleblower 6 protections to military sexual assaults through the National 7 Defense Authorization Act for Fiscal Year 2014, and 8 introducing legislation to double the death gratuity paid to 9 families of servicemembers killed on active duty; 10 Whereas, On August 3, 2022, Congresswoman Walorski 11 was returning from a ribbon-cutting ceremony at a soybean 12 processing facility in Claypool, Indiana, along with staff 13 members Zach Potts and Emma Thomson, when their vehicle 14 was involved in a fatal collision; and 15 Whereas, Congresswoman Walorski's integrity, conviction, 16 work ethic, passion for public service, and strength of Hoosier 17 values will be greatly missed in the United States House of 18 Representatives, the Second Congressional District of Indiana, 19 and across the Hoosier state and nation: Therefore, 20 Be it resolved by the Senate of the General Assembly 21 of the State of Indiana, the House of Representatives 22 concurring: 23 SECTION 1. That the Indiana General Assembly 24 memorializes Congresswoman Jackie Walorski. 25 SECTION 2. The Secretary of the Senate is hereby directed 26 to transmit copies of this Resolution to Dean Swihart, Martha 27 Walorski, David Walorski, and Keith Walorski. 2023 RC 1533/DI SM
