Summary of Legislation: The bill provides that a local health department may, in consultation with the
executive of a unit or a library board, establish one or more community emergency cabinets within a unit or
public library.
Effective Date: July 1, 2024.

Explanation of Local Expenditures: Any increase in workload or expenditures would depend on local
action. The bill could increase workload and expenditures for local health departments to establish
community emergency cabinets. However, any related expenditures a local health department accrues could
be paid for from the Local Health Department Fund, which allows for local health departments to utilize
funding allocated from the Public Health Commission for emergency preparedness.
