HOUSE BILL No. 1083 A BILL FOR AN ACT to amend the Indiana Code concerning health. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 16-18-2-36.7 IS ADDED TO THE INDIANA 2 CODE AS A NEW SECTION TO READ AS FOLLOWS 3 [EFFECTIVE JULY 1, 2024]: Sec. 36.7. "Bleeding control kit", for 4 purposes of IC 16-20-7.5, has the meaning set forth in 5 IC 20-34-3-24(a). 6 SECTION 2. IC 16-18-2-359 IS AMENDED TO READ AS 7 FOLLOWS [EFFECTIVE JULY 1, 2024]: Sec. 359. "Unit", for 8 purposes of IC 16-20-7.5 and IC 16-41-22, has the meaning set forth 9 in IC 16-41-22-4. 10 SECTION 3. IC 16-20-7.5 IS ADDED TO THE INDIANA CODE 11 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 12 JULY 1, 2024]: 13 Chapter 7.5. Community Emergency Cabinets 14 Sec. 1. (a) A local health department may, in consultation with 15 the executive of a unit or a library board, establish one (1) or more 16 community emergency cabinets within a unit, public library, or 17 private property located within the unit if the property owner 2024 IN 1083—LS 6159/DI 116 2 1 consents to the placement of the community emergency cabinet on 2 the property owner's property. 3 (b) The local health department shall consider locations in 4 which the contents of the community emergency cabinet described 5 in section 2 of this chapter will have the greatest impact on the 6 community. 7 Sec. 2. (a) A community emergency cabinet established under 8 section 1 of this chapter may contain any of the following: 9 (1) Overdose intervention drugs. 10 (2) A bleeding control kit. 11 (3) An automatic external defibrillator. 12 (4) Other first aid supplies approved by the local health 13 department. 14 (b) The community emergency cabinet may not contain any of 15 the following: 16 (1) Contraceptives. 17 (2) Syringes or needles. 2024 IN 1083—LS 6159/DI 116
