26	26	A BILL FOR AN ACT to amend the Indiana Code concerning
27	27	health.
28	28	Be it enacted by the General Assembly of the State of Indiana:
29	29	1 SECTION 1. IC 16-18-2-36.7 IS ADDED TO THE INDIANA
30	30	2 CODE AS A NEW SECTION TO READ AS FOLLOWS
31	31	3 [EFFECTIVE JULY 1, 2024]: Sec. 36.7. "Bleeding control kit", for
32	32	4 purposes of IC 16-20-7.5, has the meaning set forth in
33	33	5 IC 20-34-3-24(a).
34	34	6 SECTION 2. IC 16-18-2-359 IS AMENDED TO READ AS
35	35	7 FOLLOWS [EFFECTIVE JULY 1, 2024]: Sec. 359. "Unit", for
36	36	8 purposes of IC 16-20-7.5 and IC 16-41-22, has the meaning set forth
37	37	9 in IC 16-41-22-4.
38	38	10 SECTION 3. IC 16-20-7.5 IS ADDED TO THE INDIANA CODE
39	39	11 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
40	40	12 JULY 1, 2024]:
41	41	13 Chapter 7.5. Community Emergency Cabinets
42	42	14 Sec. 1. (a) A local health department may, in consultation with
43	43	15 the executive of a unit or a library board, establish one (1) or more
44	44	16 community emergency cabinets within a unit, public library, or
45	45	17 private property located within the unit if the property owner

47	47	1 consents to the placement of the community emergency cabinet on
48	48	2 the property owner's property.
49	49	3 (b) The local health department shall consider locations in
50	50	4 which the contents of the community emergency cabinet described
51	51	5 in section 2 of this chapter will have the greatest impact on the
52	52	6 community.
53	53	7 Sec. 2. (a) A community emergency cabinet established under
54	54	8 section 1 of this chapter may contain any of the following:
55	55	9 (1) Overdose intervention drugs.
56	56	10 (2) A bleeding control kit.
57	57	11 (3) An automatic external defibrillator.
58	58	12 (4) Other first aid supplies approved by the local health
59	59	13 department.
60	60	14 (b) The community emergency cabinet may not contain any of
61	61	15 the following:
62	62	16 (1) Contraceptives.
63	63	17 (2) Syringes or needles.
