Summary of Legislation: The bill prohibits the Department of Administration from considering a qualifying
member's current or former status as a stay-at-home parent as a negative factor in determining whether to
certify a minority business enterprise, veteran owned small business, or women's business enterprise.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: The bill prohibits the Department of Administration (DOA) from being
biased against current or former stay-at-home parents which could increase the number of applications
received for certification. The bill’s requirements are within the agency’s routine administrative functions
and should be able to be implemented with no additional appropriations, assuming near customary agency
staffing and resource levels.
