Synopsis:  Supplier certification. Prohibits the department of
administration from considering a qualifying member's current or
former status as a stay-at-home parent as a negative factor in
determining whether to certify a minority business enterprise, veteran
owned small business, or women's business enterprise.
Effective:  July 1, 2024.

HOUSE BILL No. 1131
A BILL FOR AN ACT to amend the Indiana Code concerning state
offices and administration.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 4-13-1-4.7 IS ADDED TO THE INDIANA CODE
2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
3 1, 2024]: Sec. 4.7. (a) The department may not consider a
4 qualifying member's former or current status as a stay-at-home
5 parent as a negative factor in determining whether to certify the
6 following enterprises:
7 (1) A minority business enterprise (as defined in
8 IC 4-13-16.5-1(h)).
9 (2) A veteran owned small business (as defined in
10 IC 4-13-16.5-1(p)).
11 (3) A women's business enterprise (as defined in
12 IC 4-13-16.5-1(q)).
13 (b) The department shall adopt rules under IC 4-22-2 to
14 implement this section.
