Summary of Legislation: This bill requires a school safety plan to include a plan to implement a classroom
based violence prevention program for students.
Effective Date:  July 1, 2024.

Explanation of State Revenues: 
Explanation of Local Expenditures: Summary – This bill requires schools’ safe school committees to
develop plans to implement violence prevention programs as part of their school safety plans. The bill
specifies the knowledge, skills and abilities to be incorporated into these programs. It does not specify when
the programs have to be implemented. This requirement is within schools’ routine administrative functions
and should be able to be implemented with no additional appropriations, assuming near customary school
staffing and resource levels. 
Additional Information – Some Indiana schools have already implemented violence prevention programs that
meet the requirements of this bill and may have integrated them into schools’ respective safety plans.
Depending on the approach taken, costs per student range from $15 to $200, including training for staff and
teachers. These costs are likely to be offset by reductions in other costs associated with disruptive behavior.
Federal grants and funding through non-profits may also be available.  The overall expenditure impact of
implementing violence prevention programs is indeterminate.
