7	7	Synopsis: Legislative oversight. Establishes the economic
8	8	development policy oversight commission. Requires the commission
9	9	to review, consider, and make recommendations concerning the
10	10	following: (1) The activities of the Indiana economic development
11	11	corporation. (2) The activities of local and regional economic
12	12	development organizations. (3) The expenditure of money appropriated
13	13	for economic development purposes. Establishes the finance policy
14	14	oversight commission. Requires the commission to review, consider,
15	15	and make recommendations concerning the following: (1) The
16	16	activities of the Indiana finance authority. (2) The activities of the
17	17	Indiana housing and community development authority. (3) The
18	18	expenditure of money appropriated for projects financed through the
19	19	Indiana finance authority or the Indiana housing and community
20	20	development authority.

36	36	A BILL FOR AN ACT to amend the Indiana Code concerning the
37	37	general assembly.
38	38	Be it enacted by the General Assembly of the State of Indiana:
39	39	1 SECTION 1. IC 2-5-55.4 IS ADDED TO THE INDIANA CODE
40	40	2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
41	41	3 UPON PASSAGE]:
42	42	4 Chapter 55.4. Economic Development Policy Oversight
43	43	5 Commission
44	44	6 Sec. 1. As used in this chapter, "oversight commission" refers
45	45	7 to the economic development policy oversight commission
46	46	8 established by section 2 of this chapter.
47	47	9 Sec. 2. The economic development policy oversight commission
48	48	10 is established.
49	49	11 Sec. 3. The oversight commission consists of the following
50	50	12 members:
51	51	13 (1) The chairperson of the house ways and means committee.
52	52	14 (2) The ranking minority member of the house ways and
53	53	15 means committee.
54	54	16 (3) One (1) member of the house ways and means committee
55	55	17 who is appointed by the speaker of the house of

58	58	2 (4) One (1) member of the house ways and means committee
59	59	3 appointed by the minority leader of the house of
60	60	4 representatives.

63	63	7 committee.
64	64	8 (7) The ranking minority member of the senate
65	65	9 appropriations committee.
66	66	10 (8) The ranking minority member of the senate tax and fiscal

68	68	12 Sec. 4. The oversight commission shall review, consider, and
69	69	13 make recommendations concerning the following:

113	113	14 Sec. 5. The oversight commission shall operate under IC 2-5-1.2,
114	114	15 IC 2-5-1.3, and the policies and rules of the legislative council.
