Establishes the finance policy oversight commission. Requires the commission to review, consider, and make recommendations concerning the following: (1) The activities of the Indiana finance authority. (2) The activities of the Indiana housing and community development authority. (3) The expenditure of money appropriated for projects financed through the Indiana finance authority or the Indiana housing and community development authority. Effective: Upon passage. HOUSE BILL No. 1331 A BILL FOR AN ACT to amend the Indiana Code concerning the general assembly. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 2-5-55.4 IS ADDED TO THE INDIANA CODE 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 3 UPON PASSAGE]: 4 Chapter 55.4. Economic Development Policy Oversight 5 Commission 6 Sec. 1. As used in this chapter, "oversight commission" refers 7 to the economic development policy oversight commission 8 established by section 2 of this chapter. 9 Sec. 2. The economic development policy oversight commission 10 is established. 11 Sec. 3. The oversight commission consists of the following 12 members: 13 (1) The chairperson of the house ways and means committee. 14 (2) The ranking minority member of the house ways and 15 means committee. 16 (3) One (1) member of the house ways and means committee 17 who is appointed by the speaker of the house of 2024 IN 1331—LS 7048/DI 92 2 1 representatives. 2 (4) One (1) member of the house ways and means committee 3 appointed by the minority leader of the house of 4 representatives. 5 (5) The chairperson of the senate appropriations committee. 6 (6) The chairperson of the senate tax and fiscal policy 7 committee. 8 (7) The ranking minority member of the senate 9 appropriations committee. 10 (8) The ranking minority member of the senate tax and fiscal 11 policy committee. 12 Sec. 4. The oversight commission shall review, consider, and 13 make recommendations concerning the following: 14 (1) The activities of the Indiana economic development 15 corporation. 16 (2) The activities of local and regional economic development 17 organizations. 18 (3) The expenditure of money appropriated for economic 19 development purposes. 20 Sec. 5. The oversight commission shall operate under IC 2-5-1.2, 21 IC 2-5-1.3, and the policies and rules of the legislative council. 22 SECTION 2. IC 2-5-55.6 IS ADDED TO THE INDIANA CODE 23 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 24 UPON PASSAGE]: 25 Chapter 55.6. Finance Policy Oversight Commission 26 Sec. 1. As used in this chapter, "oversight commission" refers 27 to the finance policy oversight commission established by section 28 2 of this chapter. 29 Sec. 2. The finance policy oversight commission is established. 30 Sec. 3. The oversight commission shall review, consider, and 7 make recommendations concerning the following: 8 (1) The activities of the Indiana finance authority. 9 (2) The activities of the Indiana housing and community 10 development authority. 11 (3) The expenditure of money appropriated for projects 12 financed through the Indiana finance authority or the Indiana 13 housing and community development authority. 14 Sec. 5. The oversight commission shall operate under IC 2-5-1.2, 15 IC 2-5-1.3, and the policies and rules of the legislative council. 16 SECTION 3.
