16	16	1 A CONCURRENT RESOL UTION petitioning the United
17	17	2 States Department of Transportation to hold hearings on the
18	18	3 placement of the entire state of Indiana in the same time zone.
19	19	4 Whereas, The Uniform Time Act of 1966 (15 U.S.C. 260 et
20	20	5 seq.) delegates to the Secretary of the United States Department
21	21	6 of Transportation the responsibility of designating standard
22	22	7 time zones in the United States;
23	23	8 Whereas, Indiana is presently divided between the Central
24	24	9 Time Zone and the Eastern Time Zone;
25	25	10 Whereas, Light maps should be consulted in order to pick the
26	26	11 best time zone for the state of Indiana;
27	27	12 Whereas, The observance of time in the Central Time Zone
28	28	13 would return most of Indiana to normal times for daylight and
29	29	14 darkness;
30	30	15 Whereas, Relocation of the time zone boundary will provide
31	31	16 that most Hoosiers will observe the same time year round;
32	32	17 Whereas, Request for changes in the designated time zones
33	33	18 must be made by a local unit of government or a state
34	34	19 government to the Secretary of the United States Department of
35	35	20 Transportation;
36	36	21 Whereas, The Secretary of the United States Department of
37	37	22 Transportation may make changes in time zone boundaries,
38	38	23 subject to public hearings in the communities affected, at the
39	39	24 request of the highest political authority of the state;

41	41	1 Whereas, The time that should be observed in Indiana has
42	42	2 been a continuing issue of controversy;
43	43	3 Whereas, Placement of the entire state of Indiana in a single
44	44	4 time zone should be the "default" time zone placement of
45	45	5 Indiana; and
46	46	6 Whereas, Placement of the entire state of Indiana in one time
47	47	7 zone should not prejudice the ability of certain counties under
48	48	8 the federal law to seek to be placed in the other time zone:
49	49	9 Therefore,
50	50	10 Be it resolved by the House of Representatives
51	51	11 of the General Assembly of the State of Indiana,
52	52	12 the Senate concurring:
53	53	13 SECTION 1. That the Indiana General Assembly hereby
54	54	14 petitions the United States Department of Transportation to
55	55	15 initiate proceedings under the Uniform Time Act of 1966 to
56	56	16 hold hearings in the appropriate locations in Indiana on the
57	57	17 placement and restoration of the entire state of Indiana in the
58	58	18 same time zone.
59	59	19 SECTION 2. That this petition should not prejudice, in any
60	60	20 way, the ability of any Indiana county to seek to be placed in the
61	61	21 other time zone under the procedures prescribed by federal law.
62	62	22 SECTION 3. That the Principal Clerk of the House of
63	63	23 Representatives is hereby directed to transmit a copy of this
64	64	24 resolution to the United States Department of Transportation.
