1414 HOUSE CONCURRENT
1515 RESOLUTION No. ____
1616 1 A CONCURRENT RESOL UTION petitioning the United
1717 2 States Department of Transportation to hold hearings on the
1818 3 placement of the entire state of Indiana in the same time zone.
1919 4 Whereas, The Uniform Time Act of 1966 (15 U.S.C. 260 et
2020 5 seq.) delegates to the Secretary of the United States Department
2121 6 of Transportation the responsibility of designating standard
2222 7 time zones in the United States;
2323 8 Whereas, Indiana is presently divided between the Central
2424 9 Time Zone and the Eastern Time Zone;
2525 10 Whereas, Light maps should be consulted in order to pick the
2626 11 best time zone for the state of Indiana;
2727 12 Whereas, The observance of time in the Central Time Zone
2828 13 would return most of Indiana to normal times for daylight and
2929 14 darkness;
3030 15 Whereas, Relocation of the time zone boundary will provide
3131 16 that most Hoosiers will observe the same time year round;
3232 17 Whereas, Request for changes in the designated time zones
3333 18 must be made by a local unit of government or a state
3434 19 government to the Secretary of the United States Department of
3535 20 Transportation;
3636 21 Whereas, The Secretary of the United States Department of
3737 22 Transportation may make changes in time zone boundaries,
3838 23 subject to public hearings in the communities affected, at the
3939 24 request of the highest political authority of the state;
4040 2024 HC 1018/DI 140 2
4141 1 Whereas, The time that should be observed in Indiana has
4242 2 been a continuing issue of controversy;
4343 3 Whereas, Placement of the entire state of Indiana in a single
4444 4 time zone should be the "default" time zone placement of
4545 5 Indiana; and
4646 6 Whereas, Placement of the entire state of Indiana in one time
4747 7 zone should not prejudice the ability of certain counties under
4848 8 the federal law to seek to be placed in the other time zone:
4949 9 Therefore,
5050 10 Be it resolved by the House of Representatives
5151 11 of the General Assembly of the State of Indiana,
5252 12 the Senate concurring:
5353 13 SECTION 1. That the Indiana General Assembly hereby
5454 14 petitions the United States Department of Transportation to
5555 15 initiate proceedings under the Uniform Time Act of 1966 to
5656 16 hold hearings in the appropriate locations in Indiana on the
5757 17 placement and restoration of the entire state of Indiana in the
5858 18 same time zone.
5959 19 SECTION 2. That this petition should not prejudice, in any
6060 20 way, the ability of any Indiana county to seek to be placed in the
6161 21 other time zone under the procedures prescribed by federal law.
6262 22 SECTION 3. That the Principal Clerk of the House of
6363 23 Representatives is hereby directed to transmit a copy of this
6464 24 resolution to the United States Department of Transportation.
