Boy, Pressel _______________________, read first time and referred to Committee on 20241966 2024 HC 1018/DI 140 Introduced Second Regular Session of the 123rd General Assembly (2024) HOUSE CONCURRENT RESOLUTION No. ____ 1 A CONCURRENT RESOL UTION petitioning the United 2 States Department of Transportation to hold hearings on the 3 placement of the entire state of Indiana in the same time zone. 4 Whereas, The Uniform Time Act of 1966 (15 U.S.C. 260 et 5 seq.) delegates to the Secretary of the United States Department 6 of Transportation the responsibility of designating standard 7 time zones in the United States; 8 Whereas, Indiana is presently divided between the Central 9 Time Zone and the Eastern Time Zone; 10 Whereas, Light maps should be consulted in order to pick the 11 best time zone for the state of Indiana; 12 Whereas, The observance of time in the Central Time Zone 13 would return most of Indiana to normal times for daylight and 14 darkness; 15 Whereas, Relocation of the time zone boundary will provide 16 that most Hoosiers will observe the same time year round; 17 Whereas, Request for changes in the designated time zones 18 must be made by a local unit of government or a state 19 government to the Secretary of the United States Department of 20 Transportation; 21 Whereas, The Secretary of the United States Department of 22 Transportation may make changes in time zone boundaries, 23 subject to public hearings in the communities affected, at the 24 request of the highest political authority of the state; 2024 HC 1018/DI 140 2 1 Whereas, The time that should be observed in Indiana has 2 been a continuing issue of controversy; 3 Whereas, Placement of the entire state of Indiana in a single 4 time zone should be the "default" time zone placement of 5 Indiana; and 6 Whereas, Placement of the entire state of Indiana in one time 7 zone should not prejudice the ability of certain counties under 8 the federal law to seek to be placed in the other time zone: 9 Therefore, 10 Be it resolved by the House of Representatives 11 of the General Assembly of the State of Indiana, 12 the Senate concurring: 13 SECTION 1. That the Indiana General Assembly hereby 14 petitions the United States Department of Transportation to 15 initiate proceedings under the Uniform Time Act of 1966 to 16 hold hearings in the appropriate locations in Indiana on the 17 placement and restoration of the entire state of Indiana in the 18 same time zone. 19 SECTION 2. That this petition should not prejudice, in any 20 way, the ability of any Indiana county to seek to be placed in the 21 other time zone under the procedures prescribed by federal law. 22 SECTION 3. That the Principal Clerk of the House of 23 Representatives is hereby directed to transmit a copy of this 24 resolution to the United States Department of Transportation. 2024 HC 1018/DI 140
