77 1 A HOUSE RESOLUTION urging Congress to make

99 3 Whereas, Daylight saving time (DST) is the practice of
1010 4 advancing clocks by one hour in the spring ("spring forward")
1111 5 and the setting of clocks back one hour in the fall ("fall back"),
1212 6 returning to standard time;
1313 7 Whereas, Under federal law as it exists, states are not
1414 8 permitted to observe DST year-round;
1515 9 Whereas, Since the implementation of DST 106 years ago,
1616 10 Americans have grown more accustomed to having eight
1717 11 months of DST rather than having four months of standard
1818 12 time;

2222 1 Standard Time and Eastern Daylight Time is disruptive to
2323 2 commerce and to the daily schedules, safety, and health of the
2424 3 Hoosiers;
2525 4 Whereas, Studies published in the American Economic
2626 5 Journal show that some of the negative impacts of shifting
2727 6 between DST and standard time are increased risk of heart
2828 7 attacks and increased risk of fatal automobile crashes due to
2929 8 sleep deprivation;
3030 9 Whereas, Other studies have shown that permanent DST
3131 10 would reduce both pedestrian and driver fatalities, as well as
3232 11 nonfatal crashes in general; and
3333 12 Whereas, There are benefits in keeping DST permanent for
3434 13 all Americans: Therefore,
3535 14 Be it resolved by the House of Representatives of the
3636 15 General Assembly of the State of Indiana:
3737 16 SECTION 1. That the Indiana House of Representatives
3838 17 urges Congress to make daylight saving time permanent once
3939 18 Hoosiers spring forward in March.
4040 19 SECTION 2. That the Principal Clerk of the House of
4141 20 Representatives transmit a copy of this resolution to each
4242 21 member of the Indiana Congressional delegation.
