*HR1505* Introduced Version HOUSE RESOLUTION No. ___ Introduced by: Payne ____________________________________ 1 A HOUSE RESOLUTION urging Congress to make 2 daylight saving time permanent. 3 Whereas, Daylight saving time (DST) is the practice of 4 advancing clocks by one hour in the spring ("spring forward") 5 and the setting of clocks back one hour in the fall ("fall back"), 6 returning to standard time; 7 Whereas, Under federal law as it exists, states are not 8 permitted to observe DST year-round; 9 Whereas, Since the implementation of DST 106 years ago, 10 Americans have grown more accustomed to having eight 11 months of DST rather than having four months of standard 12 time; 13 Whereas, The biannual change of time between Eastern 20241917 HR 1505/DI 140 2024 2 1 Standard Time and Eastern Daylight Time is disruptive to 2 commerce and to the daily schedules, safety, and health of the 3 Hoosiers; 4 Whereas, Studies published in the American Economic 5 Journal show that some of the negative impacts of shifting 6 between DST and standard time are increased risk of heart 7 attacks and increased risk of fatal automobile crashes due to 8 sleep deprivation; 9 Whereas, Other studies have shown that permanent DST 10 would reduce both pedestrian and driver fatalities, as well as 11 nonfatal crashes in general; and 12 Whereas, There are benefits in keeping DST permanent for 13 all Americans: Therefore, 14 Be it resolved by the House of Representatives of the 15 General Assembly of the State of Indiana: 16 SECTION 1. That the Indiana House of Representatives 17 urges Congress to make daylight saving time permanent once 18 Hoosiers spring forward in March. 19 SECTION 2.
