7	7	1 A HOUSE RESOLUTION honoring Representative Donna
8	8	2 Schaibley.
9	9	3 Whereas, Representative Donna Schaibley, who began her
10	10	4 representation of House District 24 in 2014, will be retiring
11	11	5 from office in November 2024;
12	12	6 Whereas, During her time in the House of Representatives,
13	13	7 Representative Schaibley has served as the Vice Chair of the
14	14	8 House Courts and Criminal Code Committee, and is currently
15	15	9 Vice Chair of the House Public Health Committee, as well as
16	16	10 a member of the House Insurance Committee and the House
17	17	11 Statutory Committee on Ethics;
18	18	12 Whereas, During her time in the House of Representatives,
19	19	13 Representative Schaibley was responsible for several key pieces
20	20	14 of legislation to drive down the costs of health care for

23	23	1 Hoosiers, authoring legislation that lowered patient and
24	24	2 employer health care costs by creating greater price
25	25	3 transparency, provided oversight of Indiana's largest hospital
26	26	4 systems, curbed billing practices that resulted in higher
27	27	5 hospital prices being charged for non-hospital-based services,
28	28	6 required health care providers to give a good faith estimate of
29	29	7 the costs of care prior to treatment if requested, and
30	30	8 streamlined the prior authorization process;
31	31	9 Whereas, Representative Schaibley authored legislation
32	32	10 creating the All Payer Claims Data Base, which will be
33	33	11 operational in early 2024, that can be used by consumers to
34	34	12 compare health care prices and quality in order to make more
35	35	13 informed decisions;
36	36	14 Whereas, Representative Schaibley also focused on public
37	37	15 safety measures by authoring legislation to strengthen
38	38	16 Indiana's red flag law by closing a loophole that allowed
39	39	17 dangerous individuals to purchase a firearm after having their
40	40	18 current weapon seized, and she authored and sponsored several
41	41	19 pieces of legislation protecting rape victims by expanding the
42	42	20 legal definition of rape, strengthening protective orders for
43	43	21 victims of domestic abuse and other violence, and establishing
44	44	22 a sexual assault victims bill of rights;
45	45	23 Whereas, Representative Schaibley is married to her
46	46	24 husband, John, and they have two adult children and three
47	47	25 grandchildren; and
48	48	26 Whereas, Representative Schaibley has served her
49	49	27 constituency loyally and faithfully during her tenure in the
50	50	28 House of Representatives: Therefore,
51	51	29 Be it resolved by the House of Representatives of the
52	52	30 General Assembly of the State of Indiana:
53	53	31 SECTION 1. That the Indiana House of Representatives
54	54	32 honors Representative Donna Schaibley upon her retirement.
55	55	33 SECTION 2. That the Principal Clerk of the House of
56	56	34 Representatives shall transmit a copy of this resolution to
57	57	35 Representative Donna Schaibley.
