1 A HOUSE RESOLUTION honoring Representative Donna
2 Schaibley.
3 Whereas, Representative Donna Schaibley, who began her
4 representation of House District 24 in 2014, will be retiring
5 from office in November 2024;
6 Whereas, During her time in the House of Representatives,
7 Representative Schaibley has served as the Vice Chair of the
8 House Courts and Criminal Code Committee, and is currently
9 Vice Chair of the House Public Health Committee, as well as
10 a member of the House Insurance Committee and the House
11 Statutory Committee on Ethics;
12 Whereas, During her time in the House of Representatives,
13 Representative Schaibley was responsible for several key pieces
14 of legislation to drive down the costs of health care for

1 Hoosiers, authoring legislation that lowered patient and
2 employer health care costs by creating greater price
3 transparency, provided oversight of Indiana's largest hospital
4 systems, curbed billing practices that resulted in higher
5 hospital prices being charged for non-hospital-based services,
6 required health care providers to give a good faith estimate of
7 the costs of care prior to treatment if requested, and
8 streamlined the prior authorization process;
9 Whereas, Representative Schaibley authored legislation
10 creating the All Payer Claims Data Base, which will be
11 operational in early 2024, that can be used by consumers to
12 compare health care prices and quality in order to make more
13 informed decisions;
14 Whereas, Representative Schaibley also focused on public
15 safety measures by authoring legislation to strengthen
16 Indiana's red flag law by closing a loophole that allowed
17 dangerous individuals to purchase a firearm after having their
18 current weapon seized, and she authored and sponsored several
19 pieces of legislation protecting rape victims by expanding the
20 legal definition of rape, strengthening protective orders for
21 victims of domestic abuse and other violence, and establishing
22 a sexual assault victims bill of rights;
23 Whereas, Representative Schaibley is married to her
24 husband, John, and they have two adult children and three
25 grandchildren; and
26 Whereas, Representative Schaibley has served her
27 constituency loyally and faithfully during her tenure in the
28 House of Representatives: Therefore,
29 Be it resolved by the House of Representatives of the
30 General Assembly of the State of Indiana:
31 SECTION 1. That the Indiana House of Representatives
32 honors Representative Donna Schaibley upon her retirement.
33 SECTION 2. That the Principal Clerk of the House of
34 Representatives shall transmit a copy of this resolution to
35 Representative Donna Schaibley.
