7	7	1 A HOUSE RESOLUTION honoring Representative Jerry
8	8	2 Torr.
9	9	3 Whereas, Representative Jerry Torr, who was first elected to
10	10	4 represent the citizens of House District 39 in 1996, will be
11	11	5 leaving the House Chamber for the last time at the end of the
12	12	6 2024 Legislative Session;
13	13	7 Whereas, During his time in the House of Representatives,
14	14	8 Representative Torr has served in a multitude of roles, but he
15	15	9 currently serves as Vice Chair of the House Judiciary
16	16	10 Committee, Vice Chair of the House Joint Rules Committee,
17	17	11 and is a member of the House Employment, Labor and
18	18	12 Pensions Committee and the House Rules and Legislative
19	19	13 Procedures Committee;
20	20	14 Whereas, Representative Torr has authored several notable

23	23	1 laws including moving Indiana to Daylight Saving Time, the
24	24	2 right-to-work law giving Hoosier workers the freedom to
25	25	3 choose whether to financially support a union, and a law that
26	26	4 repealed the common construction wage in order to save
27	27	5 taxpayer dollars on the cost of public projects. He is a strong
28	28	6 advocate of eliminating the practice of gerrymandering in
29	29	7 Indiana through legislative proposals that would create a
30	30	8 bipartisan commission to draw new Indiana House of
31	31	9 Representatives and Indiana State Senate districts, ensuring
32	32	10 that districts are drawn in the interest of constituents rather
33	33	11 than in the interest of political parties and incumbent
34	34	12 legislators;
35	35	13 Whereas, Representative Torr has been honored twice as
36	36	14 Government Leader of the Year by the Indiana Chamber of
37	37	15 Commerce at its annual awards dinner, first in 2005 and again
38	38	16 in 2012. The only other two-time winners are former House
39	39	17 Speaker Brian Bosma and late U.S. Senator Richard Lugar;
40	40	18 Whereas, In addition to his service as a state representative,
41	41	19 Representative Torr is currently a member of the OneZone,
42	42	20 which is the combined Carmel and Fishers Chambers of
43	43	21 Commerce, is a former precinct committeeman, has been a
44	44	22 delegate to numerous Republican state conventions, and has
45	45	23 served on the board of directors of the National MS Society
46	46	24 Indiana Chapter, Indiana Humanities, and Carmel Symphony
47	47	25 Orchestra;
48	48	26 Whereas, Representative Torr is a sixth generation Hoosier
49	49	27 who has a strong love for music and music composition, and he
50	50	28 has conducted an original composition that was performed by
51	51	29 the Carmel Symphony Orchestra at the Palladium in Carmel;

53	53	31 Whereas, Representative Torr has served his constituency
54	54	32 loyally and faithfully since his election to the House of
55	55	33 Representatives: Therefore,
56	56	34 Be it resolved by the House of Representatives of the
57	57	35 General Assembly of the State of Indiana:
58	58	36 SECTION 1. That the Indiana House of Representatives

62	62	2 SECTION 2. That the Principal Clerk of the House of
