38+A BILL FOR AN ACT to amend the Indiana Code concerning
39+natural and cultural resources.
1440 Be it enacted by the General Assembly of the State of Indiana:
15-SECTION 1. IC 14-8-2-37.2 IS ADDED TO THE INDIANA CODE
16-AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
17-1, 2024]: Sec. 37.2. "Catastrophically disabled", for purposes of
18-IC 14-22-11-18, has the meaning set forth in IC 14-22-11-18.
19-SECTION 2. IC 14-22-11-18, AS AMENDED BY THE
20-TECHNICAL CORRECTIONS BILL OF THE 2024 GENERAL
21-ASSEMBLY, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
22-JULY 1, 2024]: Sec. 18. (a) As used in this section, "catastrophically
23-disabled" has the meaning set forth in 38 CFR 17.36(e) as in effect
24-January 1, 2023.
25-(a) (b) The director may designate not more than four (4) days each
26-year as free hunting days for youth hunters and catastrophically
27-disabled veterans.
28-(b) (c) During a free hunting day for youth hunters and
29-catastrophically disabled veterans designated under subsection (a),
30-(b), a resident who is less than eighteen (18) years of age or a resident
31-who is a catastrophically disabled veteran may:
32-(1) hunt using hunting methods that are designated by the director
33-and that are legal for that hunting season; and

35-(2) exercise the same privileges that a resident is entitled to under
36-IC 14-22-12-1(24). IC 14-22-12-1(a)(24) for a youth hunter or
37-IC 14-22-12-1(a) for a catastrophically disabled veteran.
38-A youth hunter or a catastrophically disabled veteran is not required
39-to pay a fee or possess a hunting license.
40-(c) (d) A youth hunter who hunts during a free hunting day for youth
41-hunters under this section must:
42-(1) comply with the conditions and rules adopted by the director;
43-and
44-(2) be accompanied by an individual who:
45-(A) is at least eighteen (18) years of age; and
46-(B) holds a valid hunting license under IC 14-22-12 or is not
47-required to have a hunting license under this chapter.
48-(d) (e) The individual under subsection (c)(2) (d)(2) who
49-accompanies the youth hunter:
50-(1) must be in close enough proximity to monitor the youth
51-hunter's activities and communicate with the youth hunter at all
52-times; and
53-(2) may assist the youth hunter, including calling, but may not
54-carry a firearm or bow and arrow.
55-(f) A catastrophically disabled veteran who hunts during a free
56-hunting day under this section must:
57-(1) comply with the conditions and rules adopted by the
58-director; and
59-(2) be accompanied by an individual who is at least eighteen
60-(18) years of age.
61-(g) The individual under subsection (f)(2) who accompanies a
62-catastrophically disabled veteran:
63-(1) is not required to hold a valid hunting license under
64-IC 14-22-12 or to have a hunting license under this chapter;
65-(2) must be in close enough proximity to monitor the
66-catastrophically disabled veteran's activities and
67-communicate with the catastrophically disabled veteran at all
68-times; and
69-(3) may assist the catastrophically disabled veteran, including
70-calling, but may not carry a firearm or bow and arrow.
