2727 A BILL FOR AN ACT to amend the Indiana Code concerning
2828 education.
2929 Be it enacted by the General Assembly of the State of Indiana:
3030 1 SECTION 1. IC 20-30-5-7, AS AMENDED BY P.L.32-2021,
3131 2 SECTION 56, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3232 3 JULY 1, 2024]: Sec. 7. (a) Each school corporation shall include in the
3333 4 school corporation's curriculum the following studies:
3434 5 (1) Language arts, including:
3535 6 (A) English;
3636 7 (B) grammar;
3737 8 (C) composition;
3838 9 (D) speech; and
3939 10 (E) second languages;
4040 11 (F) for an elementary school:
4141 12 (i) print handwriting; and
4242 13 (ii) cursive handwriting; and
4343 14 (G) for kindergarten through grade 6, spelling.
4444 15 (2) Mathematics.
4545 16 (3) Social studies and citizenship, including the:
4646 17 (A) constitutions;

4848 1 (B) governmental systems; and
4949 2 (C) histories;
5050 3 of Indiana and the United States, including an enhanced study of
5151 4 the Holocaust in each high school United States history course.
5252 5 As part of the United States government credit awarded for the
5353 6 general, Core 40, Core 40 with academic honors, and Core 40
5454 7 with technical honors designation, each high school shall
5555 8 administer the naturalization examination provided by the United
5656 9 States Citizenship and Immigration Services.
5757 10 (4) Sciences, including, after June 30, 2021, computer science.
5858 11 (5) Fine arts, including music and art.
5959 12 (6) Health education, physical fitness, safety, and the effects of
6060 13 alcohol, tobacco, drugs, and other substances on the human body.
6161 14 (7) Additional studies selected by each governing body, subject
6262 15 to revision by the state board.
6363 16 (b) Each:
6464 17 (1) school corporation;
6565 18 (2) charter school; and
6666 19 (3) state accredited nonpublic school;
6767 20 shall offer the study of ethnic and racial groups as a one (1) semester
6868 21 elective course in its high school curriculum at least once every school
6969 22 year.
7070 23 (c) The course described in subsection (b) may be offered by the
7171 24 school corporation, charter school, or state accredited nonpublic school
7272 25 through a course access program administered by the department.
7373 26 (d) Not later than November 1, 2022, and not later than November
7474 27 1 each year thereafter, the department shall report to the general
7575 28 assembly in an electronic format under IC 5-14-6 the following:
7676 29 (1) The number of students who took the naturalization
7777 30 examination described in subsection (a)(3).
7878 31 (2) The number of students who passed the naturalization
7979 32 examination described in subsection (a)(3) by a score of not less
8080 33 than sixty percent (60%) on their first attempt.
8181 34 (3) The pass rate of the naturalization examination regarding the
8282 35 students who passed as described in subdivision (2).
8383 36 (e) Not more than thirty (30) days after the department reports to the
8484 37 general assembly the information under subsection (d), the department
8585 38 shall post the pass rate under subsection (d)(3) on the department's
8686 39 Internet web site. website.
8787 40 SECTION 2. IC 20-30-5-7.2 IS ADDED TO THE INDIANA CODE
8888 41 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
8989 42 1, 2024]: Sec. 7.2. A charter school and a state accredited nonpublic

9191 1 elementary school shall include in the charter school's and state
9292 2 accredited nonpublic elementary school's curriculum the following
9393 3 language arts studies:
9494 4 (1) For an elementary school:
9595 5 (A) print handwriting; and
9696 6 (B) cursive handwriting.
9797 7 (2) For kindergarten through grade 6, spelling.
9898 8 SECTION 3. IC 20-30-6.1-2 IS REPEALED [EFFECTIVE JULY
9999 9 1, 2024]. Sec. 2. Each school corporation may include cursive writing
100100 10 in the school corporation's curriculum.
