SENATE BILL No. 103 A BILL FOR AN ACT to amend the Indiana Code concerning education. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 20-30-5-7, AS AMENDED BY P.L.32-2021, 2 SECTION 56, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2024]: Sec. 7. (a) Each school corporation shall include in the 4 school corporation's curriculum the following studies: 5 (1) Language arts, including: 6 (A) English; 7 (B) grammar; 8 (C) composition; 9 (D) speech; and 10 (E) second languages; 11 (F) for an elementary school: 12 (i) print handwriting; and 13 (ii) cursive handwriting; and 14 (G) for kindergarten through grade 6, spelling. 15 (2) Mathematics. 16 (3) Social studies and citizenship, including the: 17 (A) constitutions; 2024 IN 103—LS 6363/DI 143 2 1 (B) governmental systems; and 2 (C) histories; 3 of Indiana and the United States, including an enhanced study of 4 the Holocaust in each high school United States history course. 5 As part of the United States government credit awarded for the 6 general, Core 40, Core 40 with academic honors, and Core 40 7 with technical honors designation, each high school shall 8 administer the naturalization examination provided by the United 9 States Citizenship and Immigration Services. 10 (4) Sciences, including, after June 30, 2021, computer science. 11 (5) Fine arts, including music and art. 12 (6) Health education, physical fitness, safety, and the effects of 13 alcohol, tobacco, drugs, and other substances on the human body. 14 (7) Additional studies selected by each governing body, subject 15 to revision by the state board. 16 (b) Each: 17 (1) school corporation; 18 (2) charter school; and 19 (3) state accredited nonpublic school; 20 shall offer the study of ethnic and racial groups as a one (1) semester 21 elective course in its high school curriculum at least once every school 22 year. 23 (c) The course described in subsection (b) may be offered by the 24 school corporation, charter school, or state accredited nonpublic school 25 through a course access program administered by the department. 26 (d) Not later than November 1, 2022, and not later than November 27 1 each year thereafter, the department shall report to the general 28 assembly in an electronic format under IC 5-14-6 the following: 29 (1) The number of students who took the naturalization 30 examination described in subsection (a)(3). 31 (2) The number of students who passed the naturalization 32 examination described in subsection (a)(3) by a score of not less 33 than sixty percent (60%) on their first attempt. 34 (3) The pass rate of the naturalization examination regarding the 35 students who passed as described in subdivision (2). 36 (e) Not more than thirty (30) days after the department reports to the 37 general assembly the information under subsection (d), the department 38 shall post the pass rate under subsection (d)(3) on the department's 39 Internet web site. website. 40 SECTION 2. IC 20-30-5-7.2 IS ADDED TO THE INDIANA CODE 41 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 42 1, 2024]: Sec. 7.2. A charter school and a state accredited nonpublic 2024 IN 103—LS 6363/DI 143 3 1 elementary school shall include in the charter school's and state 2 accredited nonpublic elementary school's curriculum the following 3 language arts studies: 4 (1) For an elementary school: 5 (A) print handwriting; and 6 (B) cursive handwriting. 7 (2) For kindergarten through grade 6, spelling. 8 SECTION 3. IC 20-30-6.1-2 IS REPEALED [EFFECTIVE JULY 9 1, 2024]. Sec. 2. Each school corporation may include cursive writing 10 in the school corporation's curriculum. 2024 IN 103—LS 6363/DI 143
