Alting BILL STATUS: As Introduced FIRST SPONSOR: FUNDS AFFECTED:XGENERAL IMPACT: State DEDICATED FEDERAL Summary of Legislation: Prohibition– The bill prohibits the Division of Mental Health and Addiction (DMHA) from requiring providers that are required to be accredited or certified by other entities to submit information to the DMHA that would have been submitted to the accrediting or certifying body. Work Group and Report– The bill requires the DMHA to establish a work group to discuss specified issues concerning audits and requires a report to be submitted before November 1, 2024. Effective Date: July 1, 2024. Explanation of State Expenditures: Prohibition– Any reduction in DMHA workload resulting from this provision could be devoted to other assignments, including the work group that would be established by the bill. Work Group and Report– The work group would increase the workload of the DMHA. The bill does not provide for an appropriation for the proposed work group; therefore, the DMHA would likely need to assign existing personnel to staff meetings of the work group. The DHMA would have to produce and submit a report of the work group’s findings on audits to the Legislative Council prior to November 1, 2024. Producing reports is within the routine administrative functions of the DHMA and should be able to be implemented with no additional appropriations, assuming near customary agency staffing and resource levels.
