Summary of Legislation: The bill establishes the access to nutritious food program (program) under the
administration of the Indiana Housing and Community Development Authority (IHCDA). It provides that
the purpose of the program is to focus on: (1) distribution of fresh and nutritious food; and (2) education in
food preparation and nutrition; in food deserts. The bill defines "food desert". It requires the IHCDA to
convene an annual meeting to share best practices and information concerning effective programs and submit
an annual report to the Lieutenant Governor and Legislative Council.
Effective Date:  July 1, 2024.
Explanation of State Expenditures: This bill establishes the Access to Food Program under the
administration of the IHCDA. The purpose of the program is to operate projects that focus on distribution
of fresh and nutritious food and to provide education in food preparation and nutrition in food deserts. The
IHCDA is required to convene an annual meeting and submit an annual report to promote information
sharing and best practices.
The bill’s requirements represent an additional workload on the IHCDA outside of its routine administrative
functions, and existing staffing and resource levels, if currently being used to capacity, may be insufficient
for full implementation. The additional funds and resources required could be supplied through existing staff
and resources currently being used in another program, with new appropriations, or through cooperation with
nonprofit organizations. [As of December 2023, the IHCDA has 14 vacant full-time positions.]
