Summary of Legislation: This bill establishes the Building Indiana's Construction Workforce Task Force
(task force). It establishes quorum and voting rules for the task force. The bill provides that the task force
is otherwise subject to the law governing study committees and the policies and rules of the Legislative
Council. It specifies topics for the task force to review. It also provides that the task force expires December
31, 2027.
Effective Date:  Upon passage.
Explanation of State Expenditures:   This bill establishes the Building Indiana's Construction Workforce
Task Force, a 15 member task force consisting of 6 legislators, 2 state educational institution presidents or
their appointees, and 7 Governor-appointed members. Appointing these members will create a small
workload increase for the Legislative Council, the Governor, and the presidents of Ivy Tech Community
College and Vincennes University. These requirements would be completed with existing staff and resources.
The bill specifies that lay and legislative members of the task force are entitled to receive the same per diem,
mileage, and travel allowances paid to legislative members of interim study committees. Legislative Council
resolutions in the past have established budgets for interim study committees in the amount of $13,500 per
interim for committees with fewer than 16 members. Expenses of the task force will be paid from
appropriations made to the Legislative Council or the Legislative Services Agency.
The bill does not require a certain number of meetings of the task force, but it does require that the task force
submit reports on its findings to the Legislative Council no later than November 1 of each year in which the
task force is in place. The bill’s provisions expire December 31, 2027.
