3330 A BILL FOR AN ACT to amend the Indiana Code concerning the
3431 general assembly.
3532 Be it enacted by the General Assembly of the State of Indiana:
3633 1 SECTION 1. IC 2-5-56 IS ADDED TO THE INDIANA CODE AS

3936 4 Chapter 56. Building Indiana's Construction Workforce Task
4037 5 Force
4138 6 Sec. 1. The definitions set forth in IC 2-5-1.2 apply to this
4239 7 chapter.
4340 8 Sec. 2. As used in this chapter, "task force" refers to the
4441 9 building Indiana's construction workforce task force established by
4542 10 section 3 of this chapter.
4643 11 Sec. 3. The building Indiana's construction workforce task force
4744 12 is established.
4845 13 Sec. 4. Except as otherwise provided in this chapter, the task
4946 14 force is subject to IC 2-5-1.2 and the policies and rules of the
5047 15 legislative council.
5148 16 Sec. 5. The task force consists of the following sixteen (16)

5451 1 (1) Two (2) members of the senate appointed by the president
5552 2 pro tempore of the senate.
5653 3 (2) A member of the senate appointed by the minority leader
5754 4 of the senate.
5855 5 (3) Two (2) members of the house appointed by the speaker.
5956 6 (4) A member of the house appointed by the minority leader
6057 7 of the house.
6158 8 (5) An employee of the department of labor appointed by the
6259 9 governor.
6360 10 (6) A member representing counties appointed by the
6461 11 governor after considering the recommendation of the
6562 12 Association of Indiana Counties.
6663 13 (7) A member representing municipalities appointed by the
6764 14 governor after considering the recommendation of Accelerate
6865 15 Indiana Municipalities.
6966 16 (8) A member representing construction workers appointed
7067 17 by the governor after considering the recommendation of the
7168 18 Indiana State Building and Construction Trades Council.
7269 19 (9) A member representing plumbing, heating, and cooling
7370 20 contractors appointed by the governor after considering the
7471 21 recommendation of the Indiana Association of Plumbing
7572 22 Heating Cooling Contractors.

7774 24 appointed by the governor after considering the
7875 25 recommendation of the Associated Builders and Contractors
7976 26 of Indiana/Kentucky and the Indiana Building Contractors

8178 28 (11) A member representing high school career and technical
8279 29 education educators appointed by the governor after
8380 30 considering the recommendation of the Indiana Association
8481 31 of Career and Technical Education Districts.
8582 32 (12) The president of Ivy Tech Community College or the
8683 33 president's designee.
8784 34 (13) The president of Vincennes University or the president's
8885 35 designee.
8986 36 (14) A member representing the construction industry
9087 37 appointed by the governor after considering the
9188 38 recommendation of the Indiana Construction Roundtable
9289 39 Foundation.
9390 40 A member appointed under subdivisions (5) through (14) may not
9491 41 be a member of the general assembly.
95-42 Sec. 6. (a) Subject to subsection (c), the term of a legislative

10097 4 (b) Subject to subsection (c), the term of a member of the task

10299 6 (c) A member of the task force serves at the pleasure of the

104101 8 Sec. 7. The appropriate appointing authority shall fill a vacancy
105102 9 on the task force in accordance with IC 2-5-1.2-9.
106103 10 Sec. 8. Nine (9) members of the task force constitute a quorum.
107-11 The affirmative vote of a majority of the members serving on the
108-12 task force on the date of the meeting is necessary for the task force
109-13 to take official action other than to meet and take testimony.

110107 14 Sec. 9. Subject to IC 2-5-1.2, the task force shall meet at the call

112-16 Sec. 10. (a) Each member of the task force who is not a state
113-17 employee is entitled to receive the same per diem, mileage, and
114-18 travel allowances paid to individuals who serve as legislative and
115-19 lay members, respectively, of interim study committees established
116-20 by the legislative council.
117-21 (b) Each member of the task force who is a state employee is
118-22 entitled to reimbursement for traveling expenses as provided under
119-23 IC 4-13-1-4 and other expenses actually incurred in connection
120-24 with the member's duties as provided in the state policies and
121-25 procedures established by the Indiana department of
122-26 administration and approved by the budget agency.
123-27 (c) Each member of the task force who is a member of the
124-28 general assembly is entitled to receive the same per diem, mileage,
125-29 and travel allowances paid to members of the general assembly
126-30 serving on interim study committees established by the legislative
127-31 council.
128-32 (d) Per diem, mileage, and travel allowances paid under this
129-33 section shall be paid from appropriations made to the legislative
130-34 council or the legislative services agency.
131-35 Sec. 11. The task force shall review the following:
132-36 (1) Construction workforce trends in rural, suburban, and
133-37 urban communities in Indiana.
134-38 (2) Wages of and wage trends affecting construction workers
135-39 in Indiana.
136-40 (3) Methods and resources available for workforce
137-41 development in the construction industry.
138-42 (4) The availability of construction workforce training in K-12
109+16 Sec. 10. (a) A lay or legislative member of the task force is
110+17 entitled to receive the same per diem, mileage, and travel
111+18 allowances paid to legislative members of interim study committees
112+19 established by the legislative council.
113+20 (b) A member of the task force who is:
114+21 (1) a state employee; and
115+22 (2) not a member of the general assembly;
116+23 is not entitled to a per diem. However, the member is entitled to
117+24 reimbursement for traveling expenses as provided under
118+25 IC 4-13-1-4 and other expenses actually incurred in connection
119+26 with the member's duties as provided in the state policies and
120+27 procedures established by the Indiana department of
121+28 administration and approved by the budget agency.
122+29 (c) Amounts paid under this section shall be paid from
123+30 appropriations made to the legislative council or the legislative
124+31 services agency.
125+32 Sec. 11. The task force shall review the following:
126+33 (1) Construction workforce trends in rural, suburban, and
127+34 urban communities in Indiana.
128+35 (2) Wages of and wage trends affecting construction workers
129+36 in Indiana.
130+37 (3) Methods and resources available for workforce
131+38 development in the construction industry.
132+39 (4) The availability of construction workforce training in K-12
133+40 schools.
134+41 (5) The availability of construction workforce training in
135+42 postsecondary educational institutions.

146-7 Sec. 12. The task force shall annually report its findings and
147-8 recommendations concerning the topics reviewed under section 11
148-9 of this chapter to the legislative council in an electronic format
149-10 under IC 5-14-6 before November 1 of each year.
150-11 Sec. 13. This chapter expires December 31, 2027.
151-12 SECTION 2. An emergency is declared for this act.
