Synopsis:  Education matters. Requires each school corporation,
charter school, and state accredited nonpublic elementary school to
include cursive writing in its curriculum. Provides that a school
corporation may include instruction regarding Internet safety in the
school corporation's curriculum. Requires the department of education
to develop, not later than July 1, 2025, age appropriate curricula in
Internet safety for use at multiple grade levels. Amends requirements
regarding: (1) eligibility for career coaching grants; and (2) instruction
on career awareness. Repeals a provision that provides that each school
corporation may include cursive writing in the school corporation's
curriculum.

A BILL FOR AN ACT to amend the Indiana Code concerning
education.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 20-30-5-7, AS AMENDED BY P.L.32-2021,
2 SECTION 56, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2024]: Sec. 7. (a) Each school corporation shall include in the
4 school corporation's curriculum the following studies:
5 (1) Language arts, including:
6 (A) English;
7 (B) grammar;
8 (C) composition;
9 (D) speech; and
10 (E) second languages; and
11 (F) for an elementary school, cursive writing.
12 (2) Mathematics.
13 (3) Social studies and citizenship, including the:
14 (A) constitutions;
15 (B) governmental systems; and
16 (C) histories;
17 of Indiana and the United States, including an enhanced study of

1 the Holocaust in each high school United States history course.
2 As part of the United States government credit awarded for the
3 general, Core 40, Core 40 with academic honors, and Core 40
4 with technical honors designation, each high school shall
5 administer the naturalization examination provided by the United
6 States Citizenship and Immigration Services.
7 (4) Sciences, including, after June 30, 2021, computer science.
8 (5) Fine arts, including music and art.
9 (6) Health education, physical fitness, safety, and the effects of
10 alcohol, tobacco, drugs, and other substances on the human body.
11 (7) Additional studies selected by each governing body, subject
12 to revision by the state board.
13 (b) Each:
14 (1) school corporation;
15 (2) charter school; and
16 (3) state accredited nonpublic school;
17 shall offer the study of ethnic and racial groups as a one (1) semester
18 elective course in its high school curriculum at least once every school
19 year.
20 (c) The course described in subsection (b) may be offered by the
21 school corporation, charter school, or state accredited nonpublic school
22 through a course access program administered by the department.
23 (d) Not later than November 1, 2022, and not later than November
24 1 each year thereafter, the department shall report to the general
25 assembly in an electronic format under IC 5-14-6 the following:
26 (1) The number of students who took the naturalization
27 examination described in subsection (a)(3).
28 (2) The number of students who passed the naturalization
29 examination described in subsection (a)(3) by a score of not less
30 than sixty percent (60%) on their first attempt.
31 (3) The pass rate of the naturalization examination regarding the
32 students who passed as described in subdivision (2).
33 (e) Not more than thirty (30) days after the department reports to the
34 general assembly the information under subsection (d), the department
35 shall post the pass rate under subsection (d)(3) on the department's
36 Internet web site. website.
37 SECTION 2. IC 20-30-5-7.2 IS ADDED TO THE INDIANA CODE
38 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
39 1, 2024]: Sec. 7.2. A charter school and a state accredited nonpublic
40 elementary school shall include in the charter school's and state
41 accredited nonpublic elementary school's curriculum language arts
42 studies in cursive writing.

1 SECTION 3. IC 20-30-5-24, AS ADDED BY P.L.202-2023,
2 SECTION 19, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2024]: Sec. 24. (a) Beginning July 1, 2024, each school
4 corporation, charter school, and state accredited nonpublic school shall
5 include in its curriculum instruction for all students concerning career
6 awareness.
7 (b) Not later than December 31, 2023, the state board, in
8 cooperation with the commission for higher education, must create
9 career planning and coaching standards for the course described in
10 subsection (a). The state board, in cooperation with the commission for
11 higher education, shall create criteria for a career awareness course that
12 includes instruction on:
13 (1) career awareness regarding a broad range of occupations with
14 an emphasis on high wage, high demand industry sectors;
15 (2) career pathways concerning current and emerging sectors
16 including relevant education and training;
17 (3) career scholarship accounts and the availability of state
18 financial aid and funding; and
19 (4) individualized career planning for each student.
20 (c) The department, in cooperation with the commission for higher
21 education, shall develop a series of on-demand, online learning
22 modules that may be integrated into the course described in subsection
23 (a). The modules must include content on:
24 (1) Indiana's priority job sectors and their career pathways,
25 funding options, and career planning; and
26 (2) the availability of career navigation resources from
27 intermediaries and in-school sources.
28 (d) Beginning in 2030, for each school described in subsection (a),
29 instruction on career awareness must be taught in completed by the
30 end of grade 9.
31 SECTION 4. IC 20-30-6.1-2 IS REPEALED [EFFECTIVE JULY
32 1, 2024]. Sec. 2. Each school corporation may include cursive writing
33 in the school corporation's curriculum.
34 SECTION 5. IC 20-30-6.1-4 IS ADDED TO THE INDIANA CODE
35 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
36 1, 2024]: Sec. 4. (a) As used in this chapter, "online challenge"
37 means an Internet trend that encourages individuals to copy
38 behaviors or actions that may cause harm to the individual.
39 (b) Each school corporation may include instruction regarding
40 Internet safety in the school corporation's curriculum.
41 (c) Not later than July 1, 2025, the department shall develop
42 curricula for use by school corporations under subsection (b). The

1 department shall determine the number of separate curricula
2 necessary to provide age appropriate instruction regarding
3 Internet safety to students at a range of ages, but shall at a
4 minimum develop separate curricula for elementary school
5 students and for high school students.
6 (d) Each curriculum developed under subsection (c) must
7 include age appropriate instruction regarding the following:
8 (1) Thinking critically about the possible provenance,
9 reliability, and intended effect of online information before
10 acting on the information.
11 (2) Acting ethically in the student's interactions with others
12 online, and reacting appropriately to unethical behavior such
13 as:
14 (A) cyberbullying (as described in IC 20-19-3-11.5); and
15 (B) promotion of dangerous behavior, including self-harm
16 or participation in an online challenge;
17 that is directed at the student by others online.
18 (3) Considering the uncertainties inherent in interacting with
19 others online, particularly with regard to the ability of an
20 individual to misrepresent the individual's identity online.
21 (4) Recognizing the economics of providing Internet content
22 and social media services, including:
23 (A) the economic relationship between:
24 (i) users; and
25 (ii) providers;
26 of Internet content and social media services;
27 (B) the economic incentives of a provider to influence the
28 behavior of a user when the user is interacting with the
29 provider's content or services; and
30 (C) methods used by providers to influence user behavior.
31 (5) Practicing cybersecurity, including recognizing:
32 (A) the danger of:
33 (i) identity theft; and
34 (ii) financial fraud;
35 when interacting with others online, accessing Internet
36 content, or using social media services; and
37 (B) the potential for information shared online to remain
38 accessible to others in perpetuity.
39 SECTION 6. IC 21-18-20-7, AS ADDED BY P.L.202-2023,
40 SECTION 79, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
41 JULY 1, 2024]: Sec. 7. (a) Subject to available funding and subsections
42 (c) and (d), the commission shall award a career coaching grant from

1 the career coaching grant fund to an eligible entity that meets the
2 requirements under subsection (b).
3 (b) To be eligible to receive a grant under this section, an eligible
4 entity must do the following:
5 (1) Apply to the commission in the manner prescribed by the
6 commission.
7 (2) Meet any eligibility requirements or parameters established by
8 the commission.
9 (3) If the eligible entity is a school corporation or school
10 described in section 3(2) through 3(3) of this chapter, partner
11 with:
12 (A) an approved intermediary; or
13 (B) career coaching provider approved by the department
14 under section 8 of this chapter.
15 (4) If the eligible entity is:
16 (A) an approved intermediary; or
17 (B) a career coaching provider approved by the department
18 under section 8 of this chapter;
19 partner with a school corporation or school described in section
20 3(2) through 3(3) of this chapter.
21 (5) Agree to:
22 (A) use the grant to establish or implement a comprehensive
23 career navigation and coaching system;
24 (B) provide career coaching services through a career coach
25 who:
26 (i) holds a certification in individual personality and interest
27 inventory interpretation; or
28 (ii) completes training in interest inventory
29 interpretation and career navigation recognized or
30 approved by the department; and
31 (C) use evidence based assessments or student exploration,
32 engagement, and experience resources to advise students
33 about careers and college pathways.
34 (c) To the extent possible, the commission shall award grants under
35 this section to eligible entities located in geographically diverse
36 communities, which must include rural, suburban, and urban
37 communities.
38 (d) In awarding grants under this chapter, the commission shall give
39 preference to eligible entities that provide career coaching services
40 through career coaches who have work experience outside of teaching.

Senate with the recommendation that said bill be AMENDED as
