4137 A BILL FOR AN ACT to amend the Indiana Code concerning

4339 Be it enacted by the General Assembly of the State of Indiana:
4440 1 SECTION 1. IC 20-30-5-7, AS AMENDED BY P.L.32-2021,
4541 2 SECTION 56, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
4642 3 JULY 1, 2024]: Sec. 7. (a) Each school corporation shall include in the
4743 4 school corporation's curriculum the following studies:
4844 5 (1) Language arts, including:
4945 6 (A) English;
5046 7 (B) grammar;
5147 8 (C) composition;
5248 9 (D) speech; and
5349 10 (E) second languages; and
5450 11 (F) for an elementary school, cursive writing.
5551 12 (2) Mathematics.
5652 13 (3) Social studies and citizenship, including the:
5753 14 (A) constitutions;
5854 15 (B) governmental systems; and
5955 16 (C) histories;
6056 17 of Indiana and the United States, including an enhanced study of

6258 1 the Holocaust in each high school United States history course.
6359 2 As part of the United States government credit awarded for the
6460 3 general, Core 40, Core 40 with academic honors, and Core 40
6561 4 with technical honors designation, each high school shall
6662 5 administer the naturalization examination provided by the United
6763 6 States Citizenship and Immigration Services.
6864 7 (4) Sciences, including, after June 30, 2021, computer science.
6965 8 (5) Fine arts, including music and art.
7066 9 (6) Health education, physical fitness, safety, and the effects of
7167 10 alcohol, tobacco, drugs, and other substances on the human body.
7268 11 (7) Additional studies selected by each governing body, subject
7369 12 to revision by the state board.
7470 13 (b) Each:
7571 14 (1) school corporation;
7672 15 (2) charter school; and
7773 16 (3) state accredited nonpublic school;
7874 17 shall offer the study of ethnic and racial groups as a one (1) semester
7975 18 elective course in its high school curriculum at least once every school
8076 19 year.
8177 20 (c) The course described in subsection (b) may be offered by the
8278 21 school corporation, charter school, or state accredited nonpublic school
8379 22 through a course access program administered by the department.
8480 23 (d) Not later than November 1, 2022, and not later than November
8581 24 1 each year thereafter, the department shall report to the general
8682 25 assembly in an electronic format under IC 5-14-6 the following:
8783 26 (1) The number of students who took the naturalization
8884 27 examination described in subsection (a)(3).
8985 28 (2) The number of students who passed the naturalization
9086 29 examination described in subsection (a)(3) by a score of not less
9187 30 than sixty percent (60%) on their first attempt.
9288 31 (3) The pass rate of the naturalization examination regarding the
9389 32 students who passed as described in subdivision (2).
9490 33 (e) Not more than thirty (30) days after the department reports to the
9591 34 general assembly the information under subsection (d), the department
9692 35 shall post the pass rate under subsection (d)(3) on the department's
9793 36 Internet web site. website.
9894 37 SECTION 2. IC 20-30-5-7.2 IS ADDED TO THE INDIANA CODE
9995 38 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
10096 39 1, 2024]: Sec. 7.2. A charter school and a state accredited nonpublic
10197 40 elementary school shall include in the charter school's and state
10298 41 accredited nonpublic elementary school's curriculum language arts
10399 42 studies in cursive writing.

105101 1 SECTION 3. IC 20-30-5-24, AS ADDED BY P.L.202-2023,
106102 2 SECTION 19, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
107103 3 JULY 1, 2024]: Sec. 24. (a) Beginning July 1, 2024, each school
108104 4 corporation, charter school, and state accredited nonpublic school shall
109105 5 include in its curriculum instruction for all students concerning career
110106 6 awareness.
111107 7 (b) Not later than December 31, 2023, the state board, in
112108 8 cooperation with the commission for higher education, must create
113109 9 career planning and coaching standards for the course described in
114110 10 subsection (a). The state board, in cooperation with the commission for
115111 11 higher education, shall create criteria for a career awareness course that
116112 12 includes instruction on:
117113 13 (1) career awareness regarding a broad range of occupations with
118114 14 an emphasis on high wage, high demand industry sectors;
119115 15 (2) career pathways concerning current and emerging sectors
120116 16 including relevant education and training;
121117 17 (3) career scholarship accounts and the availability of state
122118 18 financial aid and funding; and
123119 19 (4) individualized career planning for each student.
124120 20 (c) The department, in cooperation with the commission for higher
125121 21 education, shall develop a series of on-demand, online learning
126122 22 modules that may be integrated into the course described in subsection
127123 23 (a). The modules must include content on:
128124 24 (1) Indiana's priority job sectors and their career pathways,
129125 25 funding options, and career planning; and
130126 26 (2) the availability of career navigation resources from
131127 27 intermediaries and in-school sources.
132128 28 (d) Beginning in 2030, for each school described in subsection (a),
133129 29 instruction on career awareness must be taught in completed by the
134130 30 end of grade 9.
135131 31 SECTION 4. IC 20-30-6.1-2 IS REPEALED [EFFECTIVE JULY
136132 32 1, 2024]. Sec. 2. Each school corporation may include cursive writing
137133 33 in the school corporation's curriculum.
138134 34 SECTION 5. IC 20-30-6.1-4 IS ADDED TO THE INDIANA CODE
139135 35 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
140136 36 1, 2024]: Sec. 4. (a) As used in this chapter, "online challenge"
141137 37 means an Internet trend that encourages individuals to copy
142138 38 behaviors or actions that may cause harm to the individual.
143139 39 (b) Each school corporation may include instruction regarding
144140 40 Internet safety in the school corporation's curriculum.
145141 41 (c) Not later than July 1, 2025, the department shall develop
146-42 curricula, or approve previously developed curricula, for use by

153-6 elementary school students and for high school students.
154-7 (d) Each curriculum developed or approved under subsection
155-8 (c) must include age appropriate instruction regarding the
156-9 following:
157-10 (1) Thinking critically about the possible provenance,
158-11 reliability, and intended effect of online information before
159-12 acting on the information.
160-13 (2) Acting ethically in the student's interactions with others
161-14 online, and reacting appropriately to unethical behavior such
162-15 as:
163-16 (A) cyberbullying (as described in IC 20-19-3-11.5); and
164-17 (B) promotion of dangerous behavior, including self-harm
165-18 or participation in an online challenge;
166-19 that is directed at the student by others online.
167-20 (3) Considering the uncertainties inherent in interacting with
168-21 others online, particularly with regard to the ability of an
169-22 individual to misrepresent the individual's identity online.
170-23 (4) Recognizing the economics of providing Internet content
171-24 and social media services, including:
172-25 (A) the economic relationship between:
173-26 (i) users; and
174-27 (ii) providers;
175-28 of Internet content and social media services;
176-29 (B) the economic incentives of a provider to influence the
177-30 behavior of a user when the user is interacting with the
178-31 provider's content or services; and
179-32 (C) methods used by providers to influence user behavior.
180-33 (5) Practicing cybersecurity, including recognizing:
181-34 (A) the danger of:
182-35 (i) identity theft; and
183-36 (ii) financial fraud;
184-37 when interacting with others online, accessing Internet
185-38 content, or using social media services; and
186-39 (B) the potential for information shared online to remain
187-40 accessible to others in perpetuity.
188-41 SECTION 6. IC 21-18-20-7, AS ADDED BY P.L.202-2023,
189-42 SECTION 79, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
144+1 department shall determine the number of separate curricula

185+42 (c) and (d), the commission shall award a career coaching grant from

191-1 JULY 1, 2024]: Sec. 7. (a) Subject to available funding and subsections
192-2 (c) and (d), the commission shall award a career coaching grant from
193-3 the career coaching grant fund to an eligible entity that meets the
194-4 requirements under subsection (b).
195-5 (b) To be eligible to receive a grant under this section, an eligible
196-6 entity must do the following:
197-7 (1) Apply to the commission in the manner prescribed by the
198-8 commission.
199-9 (2) Meet any eligibility requirements or parameters established by
200-10 the commission.
201-11 (3) If the eligible entity is a school corporation or school
202-12 described in section 3(2) through 3(3) of this chapter, partner
203-13 with:
204-14 (A) an approved intermediary; or
205-15 (B) career coaching provider approved by the department
206-16 under section 8 of this chapter.
207-17 (4) If the eligible entity is:
208-18 (A) an approved intermediary; or
209-19 (B) a career coaching provider approved by the department
210-20 under section 8 of this chapter;
211-21 partner with a school corporation or school described in section
212-22 3(2) through 3(3) of this chapter.
213-23 (5) Agree to:
214-24 (A) use the grant to establish or implement a comprehensive
215-25 career navigation and coaching system;
216-26 (B) provide career coaching services through a career coach
217-27 who:
218-28 (i) holds a certification in individual personality and interest
219-29 inventory interpretation and career navigation; or
220-30 (ii) completes training in individual personality and
221-31 interest inventory interpretation and career navigation
222-32 that is equivalent to the training required to receive a
223-33 certification described in item (i) and recognized or
224-34 approved by the department; and
225-35 (C) use evidence based assessments or student exploration,
226-36 engagement, and experience resources to advise students
227-37 about careers and college pathways.
228-38 (c) To the extent possible, the commission shall award grants under
229-39 this section to eligible entities located in geographically diverse
230-40 communities, which must include rural, suburban, and urban
231-41 communities.
232-42 (d) In awarding grants under this chapter, the commission shall give
187+1 the career coaching grant fund to an eligible entity that meets the
188+2 requirements under subsection (b).
189+3 (b) To be eligible to receive a grant under this section, an eligible
190+4 entity must do the following:
191+5 (1) Apply to the commission in the manner prescribed by the
192+6 commission.
193+7 (2) Meet any eligibility requirements or parameters established by
