SENATE CONCURRENT
RESOLUTION No. 9
1 A CONCURRENT RESOLUTION urging the Indiana
2 Department of Transportation to rename a section of State Road
3 13 in Syracuse, Indiana, the "Benjamin Fisher Memorial
4 Highway".
5 Whereas, Benjamin Joseph Wayne Fisher was born on July
6 25, 1990, in South Bend, Indiana, to Michael A. Fisher and Jo
7 Whitesell Fisher;
8 Whereas, Benjamin was raised in Plymouth, Indiana, where
9 he attended St. Michael Catholic School and Plymouth
10 Community Schools before completing his high school
11 education through homeschooling;
12 Whereas, Benjamin worked as a shop steward for Traffic
13 Control Specialists, Inc. and was a member of Laborers'
14 International Union of North America Local #645;
15 Whereas, Outside of the workplace, Benjamin spent time
16 volunteering for his church and community, advocating for the
17 Right to Life and for victims of abuse;
18 Whereas, On Friday, July 26, 2019, Benjamin and a
19 coworker, Laura McCollister, were finishing up work removing
20 road construction signs for a utility pole project along State
21 Road 13 in Syracuse, Indiana, when Benjamin warned his
22 coworker to move before he was fatally struck by an oncoming
23 vehicle, his final actions likely saving his coworker's life; and
24 Whereas, It is fitting for the Indiana Department of

1 Transportation to rename a section of SR 13 between North
2 Lake View Trace and North Southshore Drive in Syracuse,
3 Indiana, the "Benjamin Fisher Memorial Highway":
4 Therefore,
5 Be it resolved by the Senate of the General Assembly
6 of the State of Indiana, the House of Representatives
7 concurring:
8 SECTION 1. That the Indiana General Assembly urges the
9 Indiana Department of Transportation to rename a section of SR
10 13 between North Lake View Trace and North Southshore
11 Drive in Syracuse, Indiana, the "Benjamin Fisher Memorial
12 Highway".
13 SECTION 2. The Secretary of the Senate is hereby directed
14 to transmit copies of this Resolution to Jo Whitesell Fisher,
15 Nickolas Fisher, and the Commissioner of the Indiana
16 Department of Transportation.

COMMITTEE REPORT
Madam President: The Senate Committee on Homeland Security
and Transportation, to which was referred Senate Concurrent
Resolution No. 9, has had the same under consideration and begs leave
to report the same back to the Senate with the recommendation that
said resolution DO PASS.
