1715 1 A CONCURRENT RESOLUTION urging the Indiana
1816 2 Department of Transportation to rename the eastbound bridge
1917 3 on I-64 over the Little Blue River in Crawford County the "Dale
2018 4 Workman Memorial Bridge".
2119 5 Whereas, Edward Dale Workman was born on December
2220 6 21, 1911, in Lyons, Indiana, to Edward E. Workman and Lottie
2321 7 Workman;
2422 8 Whereas, At five years old, Dale began his love for bridge
2523 9 projects after he and his brother delivered eggs and butter to
2624 10 men working on a local viaduct in Tulip, Indiana, and were
2725 11 considered honorary members of the construction team;
2826 12 Whereas, Dale enlisted in the United States Navy and
2927 13 became a member of the Navy's Construction Battalions, better
3028 14 known as the Navy Seabees, which provided a wide range of
3129 15 construction support of operating forces, including roads,
3230 16 bridges, bunkers, airfields, and logistics bases, and provided
3331 17 responsive support for disaster recovery operations, performed
3432 18 civic action projects to improve international relations, and
3533 19 provided anti-terrorism and force protection for personnel and
3634 20 construction projects;
3735 21 Whereas, Following his military service, Dale settled in
3836 22 Bloomfield, Indiana, where he worked for more than four
3937 23 decades as an engineer and bridge supervisor for J.L. Wilson
4038 24 Construction, building bridges across the State of Indiana,
4139 25 including one spanning Little Blue River over I-64 near
4240 26 English, Indiana;

4442 1 Whereas, Outside of his bridge engineering work, Dale was
4543 2 a member of a number of organizations, including the
4644 3 Bloomfield American Legion Post 196, Worthington Veterans
4745 4 of Foreign Wards 7117, Carpenters Union, Bloomfield Masonic
4846 5 Lodge #84, was an elder and trustee at Bloomfield First
4947 6 Presbyterian Church, and was a charter member of a volunteer
5048 7 group that assisted in restoring Greene County's last covered
5149 8 bridge, still spanning Plummer Creek; and
5250 9 Whereas, Dale's influence on Indiana's transportation
5351 10 infrastructure will be greatly missed and is deserving of
5452 11 recognition: Therefore,
5553 12 Be it resolved by the Senate of the General Assembly
5654 13 of the State of Indiana, the House of Representatives
5755 14 concurring:
5856 15 SECTION 1. That the Indiana General Assembly urges the
5957 16 Indiana Department of Transportation to rename the eastbound
6058 17 bridge on I-64 over the Little Blue River in Crawford County
6159 18 the "Dale Workman Memorial Bridge".
6260 19 SECTION 2. The Secretary of the Senate is hereby directed
6361 20 to transmit copies of this Resolution to the family of Dale
6462 21 Workman and the Commissioner of the Indiana Department of
6563 22 Transportation.
