SC 11—RC 1513/DI SM January 31, 2024 Second Regular Session 123rd General Assembly (2024) SENATE CONCURRENT RESOLUTION No. 11 1 A CONCURRENT RESOLUTION urging the Indiana 2 Department of Transportation to rename the eastbound bridge 3 on I-64 over the Little Blue River in Crawford County the "Dale 4 Workman Memorial Bridge". 5 Whereas, Edward Dale Workman was born on December 6 21, 1911, in Lyons, Indiana, to Edward E. Workman and Lottie 7 Workman; 8 Whereas, At five years old, Dale began his love for bridge 9 projects after he and his brother delivered eggs and butter to 10 men working on a local viaduct in Tulip, Indiana, and were 11 considered honorary members of the construction team; 12 Whereas, Dale enlisted in the United States Navy and 13 became a member of the Navy's Construction Battalions, better 14 known as the Navy Seabees, which provided a wide range of 15 construction support of operating forces, including roads, 16 bridges, bunkers, airfields, and logistics bases, and provided 17 responsive support for disaster recovery operations, performed 18 civic action projects to improve international relations, and 19 provided anti-terrorism and force protection for personnel and 20 construction projects; 21 Whereas, Following his military service, Dale settled in 22 Bloomfield, Indiana, where he worked for more than four 23 decades as an engineer and bridge supervisor for J.L. Wilson 24 Construction, building bridges across the State of Indiana, 25 including one spanning Little Blue River over I-64 near 26 English, Indiana; SC 11—RC 1513/DI SM 2 1 Whereas, Outside of his bridge engineering work, Dale was 2 a member of a number of organizations, including the 3 Bloomfield American Legion Post 196, Worthington Veterans 4 of Foreign Wards 7117, Carpenters Union, Bloomfield Masonic 5 Lodge #84, was an elder and trustee at Bloomfield First 6 Presbyterian Church, and was a charter member of a volunteer 7 group that assisted in restoring Greene County's last covered 8 bridge, still spanning Plummer Creek; and 9 Whereas, Dale's influence on Indiana's transportation 10 infrastructure will be greatly missed and is deserving of 11 recognition: Therefore, 12 Be it resolved by the Senate of the General Assembly 13 of the State of Indiana, the House of Representatives 14 concurring: 15 SECTION 1. That the Indiana General Assembly urges the 16 Indiana Department of Transportation to rename the eastbound 17 bridge on I-64 over the Little Blue River in Crawford County 18 the "Dale Workman Memorial Bridge". 19 SECTION 2. The Secretary of the Senate is hereby directed 20 to transmit copies of this Resolution to the family of Dale 21 Workman and the Commissioner of the Indiana Department of 22 Transportation.
