11	11	MADAM PRESIDENT:
12	12	I offer the following resolution and move its adoption:
13	13	1 A SENATE RESOLUTION memorializing Senator Jack
14	14	2 Sandlin.
15	15	3 Whereas, Senator Jack Sandlin was born to Lewis and
16	16	4 Betty Sandlin in Brightwood, Indiana, in November 1950;
17	17	5 Whereas, Upon graduation from Greenwood High School
18	18	6 in 1969, Jack began his lifelong dedication to public service by
19	19	7 joining the Indianapolis Police Department (IPD) and enlisting
20	20	8 in the United States Army, serving in Vietnam and at the White
21	21	9 Sands Missile Range in New Mexico as a canine trainer and
22	22	10 military police officer;
23	23	11 Whereas, Following a two-year term on active duty,
24	24	12 Senator Sandlin returned to Indiana, enlisted in the Indiana
25	25	13 National Guard for an additional year, and resumed his career
26	26	14 with the IPD;
27	27	15 Whereas, While at the IPD, Senator Sandlin served as a
28	28	16 beat cop, sniper with the SWAT Team, undercover investigator
29	29	17 in coordination with the United States Marshals Service, as
30	30	18 investigator under the Marion County Prosecutor, and as the
31	31	19 IPD Deputy Chief of Investigations before his retirement in

33	33	1 1993;
34	34	2 Whereas, While serving his community, Senator Sandlin
35	35	3 continued his education by obtaining an Associate's degree in
36	36	4 Criminal Justice and Bachelor's degree in Business from the
37	37	5 University of Indianapolis, a Master's degree in Business
38	38	6 Administration from Indiana Wesleyan University, training in
39	39	7 the Dignitary Protection Program run by the U.S. Secret
40	40	8 Service, and receiving his certification as an arson
41	41	9 investigator;
42	42	10 Whereas, Upon his retirement from the IPD, Senator
43	43	11 Sandlin ran a private investigation practice, taught as an
44	44	12 adjunct professor at Indiana University and Vincennes
45	45	13 University, and served with the Southport Police Department
46	46	14 and Johnson County Sheriff's Department;
47	47	15 Whereas, Outside of law enforcement and teaching
48	48	16 opportunities, Senator Sandlin continued to serve his
49	49	17 community as Perry Township Trustee from 1997 to 2006 and
50	50	18 as Indianapolis City-County Councilman from 2010 to 2016;
51	51	19 Whereas, Senator Sandlin faithfully and honorably served
52	52	20 the constituents of Senate District 36, encompassing portions
53	53	21 of Marion and Johnson counties, from his election in 2016 until
54	54	22 his passing;
55	55	23 Whereas, During his tenure in the Senate, Senator Sandlin
56	56	24 served as a member of the Senate Committees on Corrections
57	57	25 and Criminal Law, Environmental Affairs, Homeland Security
58	58	26 and Transportation, Insurance and Financial Institutions,
59	59	27 Public Policy, and Veterans Affairs and The Military;
60	60	28 Whereas, Senator Sandlin was a champion for law
61	61	29 enforcement and public safety, having authored bills to improve
62	62	30 training and increase resources available for police officers
63	63	31 and surviving families of the fallen, establishing due process
64	64	32 and personnel rights of police officers under investigation,

66	66	1 amending residency requirements of 911 operators,
67	67	2 establishing the Marion County crime reduction board,
68	68	3 creating a cause of action for civil fertility fraud, and
69	69	4 supporting proper use of the Second Amendment;
70	70	5 Whereas, Senator Sandlin also sought to improve the
71	71	6 opportunities and benefits for veterans and their families,
72	72	7 including supporting free state park admission for veterans and
73	73	8 passing legislation to develop and require implementation of
74	74	9 purple star designations among postsecondary educational
75	75	10 institutions to provide veterans and military-connected families
76	76	11 with enhanced support for pursuing and finishing degrees and
77	77	12 credentials;
78	78	13 Whereas, Senator Sandlin is survived by his wife of 49
79	79	14 years, Lydia Sandlin, his daughter, Carrie, and his
80	80	15 grandchildren, A.J., Dean, and Elise; and
81	81	16 Whereas, Senator Sandlin's passionate advocacy for men
82	82	17 and women in uniform, drive to improve the lives of Hoosiers,
83	83	18 and unwavering integrity will be deeply missed within the
84	84	19 Indiana Senate and throughout the Statehouse: Therefore,
85	85	20 Be it resolved by the Senate of the
86	86	21 General Assembly of the State of Indiana:
87	87	22 SECTION 1. That the Indiana Senate memorializes Senator
88	88	23 Jack Sandlin.
89	89	24 SECTION 2. The Secretary of the Senate is hereby directed
90	90	25 to transmit copies of this Resolution to Lydia Sandlin, Carrie
91	91	26 Coulter, A.J. Coulter, Dean Coulter, and Elise Coulter.
