1111 MADAM PRESIDENT:
1212 I offer the following resolution and move its adoption:
1313 1 A SENATE RESOLUTION memorializing Senator Jack
1414 2 Sandlin.
1515 3 Whereas, Senator Jack Sandlin was born to Lewis and
1616 4 Betty Sandlin in Brightwood, Indiana, in November 1950;
1717 5 Whereas, Upon graduation from Greenwood High School
1818 6 in 1969, Jack began his lifelong dedication to public service by
1919 7 joining the Indianapolis Police Department (IPD) and enlisting
2020 8 in the United States Army, serving in Vietnam and at the White
2121 9 Sands Missile Range in New Mexico as a canine trainer and
2222 10 military police officer;
2323 11 Whereas, Following a two-year term on active duty,
2424 12 Senator Sandlin returned to Indiana, enlisted in the Indiana
2525 13 National Guard for an additional year, and resumed his career
2626 14 with the IPD;
2727 15 Whereas, While at the IPD, Senator Sandlin served as a
2828 16 beat cop, sniper with the SWAT Team, undercover investigator
2929 17 in coordination with the United States Marshals Service, as
3030 18 investigator under the Marion County Prosecutor, and as the
3131 19 IPD Deputy Chief of Investigations before his retirement in

3333 1 1993;
3434 2 Whereas, While serving his community, Senator Sandlin
3535 3 continued his education by obtaining an Associate's degree in
3636 4 Criminal Justice and Bachelor's degree in Business from the
3737 5 University of Indianapolis, a Master's degree in Business
3838 6 Administration from Indiana Wesleyan University, training in
3939 7 the Dignitary Protection Program run by the U.S. Secret
4040 8 Service, and receiving his certification as an arson
4141 9 investigator;
4242 10 Whereas, Upon his retirement from the IPD, Senator
4343 11 Sandlin ran a private investigation practice, taught as an
4444 12 adjunct professor at Indiana University and Vincennes
4545 13 University, and served with the Southport Police Department
4646 14 and Johnson County Sheriff's Department;
4747 15 Whereas, Outside of law enforcement and teaching
4848 16 opportunities, Senator Sandlin continued to serve his
4949 17 community as Perry Township Trustee from 1997 to 2006 and
5050 18 as Indianapolis City-County Councilman from 2010 to 2016;
5151 19 Whereas, Senator Sandlin faithfully and honorably served
5252 20 the constituents of Senate District 36, encompassing portions
5353 21 of Marion and Johnson counties, from his election in 2016 until
5454 22 his passing;
5555 23 Whereas, During his tenure in the Senate, Senator Sandlin
5656 24 served as a member of the Senate Committees on Corrections
5757 25 and Criminal Law, Environmental Affairs, Homeland Security
5858 26 and Transportation, Insurance and Financial Institutions,
5959 27 Public Policy, and Veterans Affairs and The Military;
6060 28 Whereas, Senator Sandlin was a champion for law
6161 29 enforcement and public safety, having authored bills to improve
6262 30 training and increase resources available for police officers
6363 31 and surviving families of the fallen, establishing due process
6464 32 and personnel rights of police officers under investigation,

6666 1 amending residency requirements of 911 operators,
6767 2 establishing the Marion County crime reduction board,
6868 3 creating a cause of action for civil fertility fraud, and
6969 4 supporting proper use of the Second Amendment;
7070 5 Whereas, Senator Sandlin also sought to improve the
7171 6 opportunities and benefits for veterans and their families,
7272 7 including supporting free state park admission for veterans and
7373 8 passing legislation to develop and require implementation of
7474 9 purple star designations among postsecondary educational
7575 10 institutions to provide veterans and military-connected families
7676 11 with enhanced support for pursuing and finishing degrees and
7777 12 credentials;
7878 13 Whereas, Senator Sandlin is survived by his wife of 49
7979 14 years, Lydia Sandlin, his daughter, Carrie, and his
8080 15 grandchildren, A.J., Dean, and Elise; and
8181 16 Whereas, Senator Sandlin's passionate advocacy for men
8282 17 and women in uniform, drive to improve the lives of Hoosiers,
8383 18 and unwavering integrity will be deeply missed within the
8484 19 Indiana Senate and throughout the Statehouse: Therefore,
8585 20 Be it resolved by the Senate of the
8686 21 General Assembly of the State of Indiana:
8787 22 SECTION 1. That the Indiana Senate memorializes Senator
8888 23 Jack Sandlin.
8989 24 SECTION 2. The Secretary of the Senate is hereby directed
9090 25 to transmit copies of this Resolution to Lydia Sandlin, Carrie
9191 26 Coulter, A.J. Coulter, Dean Coulter, and Elise Coulter.
