FREEMAN , read first time and referred to Committee on 2024 RR 3502/DI SM Introduced Second Regular Session 123rd General Assembly (2024) SENATE RESOLUTION ____ MADAM PRESIDENT: I offer the following resolution and move its adoption: 1 A SENATE RESOLUTION memorializing Senator Jack 2 Sandlin. 3 Whereas, Senator Jack Sandlin was born to Lewis and 4 Betty Sandlin in Brightwood, Indiana, in November 1950; 5 Whereas, Upon graduation from Greenwood High School 6 in 1969, Jack began his lifelong dedication to public service by 7 joining the Indianapolis Police Department (IPD) and enlisting 8 in the United States Army, serving in Vietnam and at the White 9 Sands Missile Range in New Mexico as a canine trainer and 10 military police officer; 11 Whereas, Following a two-year term on active duty, 12 Senator Sandlin returned to Indiana, enlisted in the Indiana 13 National Guard for an additional year, and resumed his career 14 with the IPD; 15 Whereas, While at the IPD, Senator Sandlin served as a 16 beat cop, sniper with the SWAT Team, undercover investigator 17 in coordination with the United States Marshals Service, as 18 investigator under the Marion County Prosecutor, and as the 19 IPD Deputy Chief of Investigations before his retirement in 2024 RR 3502/DI SM 2 1 1993; 2 Whereas, While serving his community, Senator Sandlin 3 continued his education by obtaining an Associate's degree in 4 Criminal Justice and Bachelor's degree in Business from the 5 University of Indianapolis, a Master's degree in Business 6 Administration from Indiana Wesleyan University, training in 7 the Dignitary Protection Program run by the U.S. Secret 8 Service, and receiving his certification as an arson 9 investigator; 10 Whereas, Upon his retirement from the IPD, Senator 11 Sandlin ran a private investigation practice, taught as an 12 adjunct professor at Indiana University and Vincennes 13 University, and served with the Southport Police Department 14 and Johnson County Sheriff's Department; 15 Whereas, Outside of law enforcement and teaching 16 opportunities, Senator Sandlin continued to serve his 17 community as Perry Township Trustee from 1997 to 2006 and 18 as Indianapolis City-County Councilman from 2010 to 2016; 19 Whereas, Senator Sandlin faithfully and honorably served 20 the constituents of Senate District 36, encompassing portions 21 of Marion and Johnson counties, from his election in 2016 until 22 his passing; 23 Whereas, During his tenure in the Senate, Senator Sandlin 24 served as a member of the Senate Committees on Corrections 25 and Criminal Law, Environmental Affairs, Homeland Security 26 and Transportation, Insurance and Financial Institutions, 27 Public Policy, and Veterans Affairs and The Military; 28 Whereas, Senator Sandlin was a champion for law 29 enforcement and public safety, having authored bills to improve 30 training and increase resources available for police officers 31 and surviving families of the fallen, establishing due process 32 and personnel rights of police officers under investigation, 2024 RR 3502/DI SM 3 1 amending residency requirements of 911 operators, 2 establishing the Marion County crime reduction board, 3 creating a cause of action for civil fertility fraud, and 4 supporting proper use of the Second Amendment; 5 Whereas, Senator Sandlin also sought to improve the 6 opportunities and benefits for veterans and their families, 7 including supporting free state park admission for veterans and 8 passing legislation to develop and require implementation of 9 purple star designations among postsecondary educational 10 institutions to provide veterans and military-connected families 11 with enhanced support for pursuing and finishing degrees and 12 credentials; 13 Whereas, Senator Sandlin is survived by his wife of 49 14 years, Lydia Sandlin, his daughter, Carrie, and his 15 grandchildren, A.J., Dean, and Elise; and 16 Whereas, Senator Sandlin's passionate advocacy for men 17 and women in uniform, drive to improve the lives of Hoosiers, 18 and unwavering integrity will be deeply missed within the 19 Indiana Senate and throughout the Statehouse: Therefore, 20 Be it resolved by the Senate of the 21 General Assembly of the State of Indiana: 22 SECTION 1. That the Indiana Senate memorializes Senator 23 Jack Sandlin. 24 SECTION 2.
