| 15 | 15 | | 2 to assign to an appropriate study committee the topic of the |

| 16 | 16 | | 3 concentration of mining operations. |
|---|
| 17 | 17 | | 4 Whereas, The concentration of gravel pits in Plymouth, |
|---|
| 18 | 18 | | 5 Indiana, has resulted in adverse effects on the local community, |
|---|
| 19 | 19 | | 6 including increased noise and air pollution and disruption of |
|---|
| 20 | 20 | | 7 the natural landscape; |
|---|
| 21 | 21 | | 8 Whereas, Safeguarding the quality of life and well-being of |
|---|
| 22 | 22 | | 9 residents of areas affected by gravel pits or other mining |
|---|
| 23 | 23 | | 10 operations requires careful consideration of measures that |
|---|
| 24 | 24 | | 11 address the impacts of those operations; |
|---|
| 25 | 25 | | 12 Whereas, One vital measure to consider is the strategic |
|---|
| 26 | 26 | | 13 reduction in the permissible housing density within the affected |
|---|
| 27 | 27 | | 14 zone of a mining operation; and |
|---|
| 28 | 28 | | 15 Whereas, It is necessary to conduct a thoughtful study of |

| 29 | 29 | | 16 the impacts of mining operations on local communities and the |
|---|
| 30 | 30 | | 17 efficacy of any measures to mitigate the overall impact, to |

| 31 | 31 | | 18 protect the health and well-being of residents, and to promote |
