3030 A BILL FOR AN ACT to amend the Indiana Code concerning

3232 Be it enacted by the General Assembly of the State of Indiana:
3333 1 SECTION 1. IC 16-46-18 IS ADDED TO THE INDIANA CODE
3434 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
3535 3 JULY 1, 2025]:
3636 4 Chapter 18. Grants to Reduce Maternal Mortality
3737 5 Sec. 1. (a) The state department shall develop a program to
3838 6 award grants to community based programs designed to reduce the
3939 7 prevalence of maternal mortality in Indiana.
4040 8 (b) In developing the grant program under subsection (a), the
4141 9 state department shall collaborate with the statewide maternal
4242 10 mortality review committee.
4343 11 (c) The state department shall establish workgroups to assist in
4444 12 the development of the grant program. The members of a
4545 13 workgroup may include the following:
4646 14 (1) The commissioner or the commissioner's designee.
4747 15 (2) The maternal mortality review coordinator.
4848 16 (3) The chairperson for a suicide and overdose fatality review
4949 17 team.

5151 1 (4) Health care providers specializing in maternal care.
5252 2 (5) Mental health counselors.
5353 3 (6) Behavioral health specialists.
5454 4 (7) Public health advocates who work with maternal mortality
5555 5 prevention.
5656 6 (8) Representatives of community based organizations
5757 7 involved in providing education, awareness, or support
5858 8 relating to maternal mortality.
5959 9 (9) Any other persons the state department determines are
6060 10 necessary.
6161 11 (d) The state department may make grants to community based
6262 12 programs that provide mental and behavioral health treatments
6363 13 and support to individuals with maternal mental health conditions
6464 14 or substance use disorders.
6565 15 Sec. 2. The state department may adopt rules under IC 4-22-2
6666 16 to administer this chapter.
6767 17 Sec. 3. This chapter does not prevent a community based
6868 18 program from receiving funds from other sources to reduce
6969 19 maternal mortality.
