3331 1 SECTION 1. IC 16-18-2-46.5 IS ADDED TO THE INDIANA

7270 22 Chapter 7.6. Breast Cancer Research Grant Program
7371 23 Sec. 1. As used in this chapter, "cancer center" means one (1) of
7472 24 the following:
7573 25 (1) An institution that has been designated by the National
7674 26 Cancer Institute as a:
7775 27 (A) comprehensive cancer center;
7876 28 (B) clinical cancer center; or
7977 29 (C) basic laboratory cancer center.
8078 30 (2) A cancer research facility that is formally part of an
8179 31 approved postsecondary educational institution (as defined in
8280 32 IC 21-7-13-6(b)).
8381 33 Sec. 2. As used in this chapter, "fund" refers to the breast
8482 34 cancer research fund established by section 7 of this chapter.
8583 35 Sec. 3. As used in this chapter, "program" refers to the grant
8684 36 program established by the state department under this chapter.
8785 37 Sec. 4. The state department shall establish a program for the
8886 38 purpose of providing grants to cancer centers in Indiana to
8987 39 increase:
9088 40 (1) breast cancer research projects; or
9189 41 (2) breast cancer clinical trials.
9290 42 Sec. 5. The state department shall do the following:

9492 1 (1) Develop the application criteria and standards for
9593 2 eligibility for cancer centers that apply for grants under the
9694 3 program.
9795 4 (2) Make available grants to cancer centers that meet the
9896 5 eligibility standards developed under subdivision (1).
9997 6 However, the state department shall prioritize grants to
10098 7 cancer centers in the following order:
10199 8 (A) A cancer center described in section 1(1) of this
102100 9 chapter.
103101 10 (B) A cancer center described in section 1(2) of this
104102 11 chapter.
105103 12 (3) Determine the maximum amount available for each grant.
106104 13 (4) Determine policies for the expiration and renewal of
107105 14 grants.
108106 15 (5) Require that each grant be used for the purpose of breast
109107 16 cancer research.
110108 17 (6) Adopt rules under IC 4-22-2 necessary to implement this
111109 18 chapter.
112110 19 Sec. 6. The state department shall administer the program.
113111 20 Sec. 7. (a) The breast cancer research fund is established for the
114112 21 purpose of carrying out this chapter. The state department shall
115113 22 administer the fund.
116114 23 (b) The fund consists of the following:
117115 24 (1) Appropriations from the general assembly.
118116 25 (2) Amounts, if any, distributed to the fund from the Indiana
119117 26 tobacco master settlement agreement fund.
120118 27 (3) Gifts, bequests, and other sources of funding.
121119 28 (4) Interest accrued under this section.
122120 29 (c) The expenses of administering the fund shall be paid from
123121 30 money in the fund.
124122 31 (d) The treasurer of state shall invest the money in the fund not
125123 32 currently needed to meet the obligations of the fund in the same
126124 33 manner as other public money may be invested. Interest that
127125 34 accrues from the investments shall be deposited in the fund.
128126 35 (e) Money in the fund at the end of a state fiscal year does not
129127 36 revert to the state general fund.
130128 37 SECTION 5. [EFFECTIVE JULY 1, 2025] (a) There is
131129 38 appropriated from the state general fund to the breast cancer
132130 39 research fund established by IC 16-46-7.6-7, as added by this act,
133131 40 seven million five hundred thousand dollars ($7,500,000) for the
134132 41 purpose of awarding grants to cancer centers (as defined in
135133 42 IC 16-46-7.6-1, as added by this act) for the state biennium

137135 1 beginning July 1, 2025, and ending June 30, 2027.
138136 2 (b) This SECTION expires July 1, 2027.
