3232 A BILL FOR AN ACT to amend the Indiana Code concerning
3333 transportation.
3434 Be it enacted by the General Assembly of the State of Indiana:
3535 1 SECTION 1. IC 8-2.1-19.1-6, AS ADDED BY P.L.175-2015,
3636 2 SECTION 10, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3737 3 JULY 1, 2025]: Sec. 6. (a) A TNC shall establish and enforce a zero
3838 4 tolerance policy for drug and alcohol use by TNC drivers during any
3939 5 period when a TNC driver is engaged in, or is logged into the TNC's
4040 6 digital network but is not engaged in, a prearranged ride. The policy
4141 7 must include provisions for:
4242 8 (1) investigations of alleged policy violations; and
4343 9 (2) suspensions of TNC drivers under investigation.
4444 10 (b) A TNC shall publish on the TNC's digital network:
4545 11 (1) the policy established under subsection (a); and
4646 12 (2) the procedure by which a TNC rider may report a violation of
4747 13 the policy by a TNC driver.
4848 14 (c) If a TNC driver is convicted of operating while intoxicated
4949 15 under IC 9-30-5:
5050 16 (1) the bureau of motor vehicles must provide notice to the
5151 17 TNC not more than thirty (30) days after the TNC driver's

5353 1 conviction; and
5454 2 (2) the TNC must suspend the TNC driver's ability to connect
5555 3 to the TNC's digital network for not less than ninety (90) days
5656 4 after the date the TNC receives notice under subdivision (1).
5757 5 SECTION 2. IC 8-2.1-19.1-17, AS ADDED BY P.L.175-2015,
5858 6 SECTION 10, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
5959 7 JULY 1, 2025]: Sec. 17. (a) At the time a TNC rider arranges with a
6060 8 TNC for a prearranged ride, the TNC shall display on the TNC's digital
6161 9 network:
6262 10 (1) a digital photograph of the TNC driver; and
6363 11 (2) the license plate number of the personal vehicle;
6464 12 that will be used to provide a prearranged ride to the TNC rider.
6565 13 (b) A TNC driver shall display a placard in the TNC driver's
6666 14 personal vehicle that includes:
6767 15 (1) a photograph of the TNC driver; and
6868 16 (2) the license plate number of the TNC driver's personal
6969 17 vehicle.
7070 18 SECTION 3. IC 8-2.1-19.1-17.5 IS ADDED TO THE INDIANA
7171 19 CODE AS A NEW SECTION TO READ AS FOLLOWS
7272 20 [EFFECTIVE JULY 1, 2025]: Sec. 17.5. (a) This section applies to a
7373 21 prearranged ride that occurs after June 30, 2025.
7474 22 (b) At the time a TNC rider arranges with a TNC for a
7575 23 prearranged ride, the TNC must provide the TNC rider with a
7676 24 unique identification code to provide to the assigned TNC driver
7777 25 to begin the prearranged ride.
