Requires a TNC driver to display a placard in the TNC driver's personal vehicle that includes: (1) a photograph of the TNC driver; and (2) the license plate number of the TNC driver's personal vehicle. HOUSE BILL No. 1353 A BILL FOR AN ACT to amend the Indiana Code concerning transportation. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 8-2.1-19.1-6, AS ADDED BY P.L.175-2015, 2 SECTION 10, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2025]: Sec. 6. (a) A TNC shall establish and enforce a zero 4 tolerance policy for drug and alcohol use by TNC drivers during any 5 period when a TNC driver is engaged in, or is logged into the TNC's 6 digital network but is not engaged in, a prearranged ride. The policy 7 must include provisions for: 8 (1) investigations of alleged policy violations; and 9 (2) suspensions of TNC drivers under investigation. 10 (b) A TNC shall publish on the TNC's digital network: 11 (1) the policy established under subsection (a); and 12 (2) the procedure by which a TNC rider may report a violation of 13 the policy by a TNC driver. 14 (c) If a TNC driver is convicted of operating while intoxicated 15 under IC 9-30-5: 16 (1) the bureau of motor vehicles must provide notice to the 17 TNC not more than thirty (30) days after the TNC driver's 2025 IN 1353—LS 6279/DI 137 2 1 conviction; and 2 (2) the TNC must suspend the TNC driver's ability to connect 3 to the TNC's digital network for not less than ninety (90) days 4 after the date the TNC receives notice under subdivision (1). 5 SECTION 2. IC 8-2.1-19.1-17, AS ADDED BY P.L.175-2015, 6 SECTION 10, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE 7 JULY 1, 2025]: Sec. 17. (a) At the time a TNC rider arranges with a 8 TNC for a prearranged ride, the TNC shall display on the TNC's digital 9 network: 10 (1) a digital photograph of the TNC driver; and 11 (2) the license plate number of the personal vehicle; 12 that will be used to provide a prearranged ride to the TNC rider. 13 (b) A TNC driver shall display a placard in the TNC driver's 14 personal vehicle that includes: 15 (1) a photograph of the TNC driver; and 16 (2) the license plate number of the TNC driver's personal 17 vehicle. 18 SECTION 3. IC 8-2.1-19.1-17.5 IS ADDED TO THE INDIANA 19 CODE AS A NEW SECTION TO READ AS FOLLOWS 20 [EFFECTIVE JULY 1, 2025]: Sec. 17.5. (a) This section applies to a 21 prearranged ride that occurs after June 30, 2025. 22 (b) At the time a TNC rider arranges with a TNC for a 23 prearranged ride, the TNC must provide the TNC rider with a 24 unique identification code to provide to the assigned TNC driver 25 to begin the prearranged ride. 2025 IN 1353—LS 6279/DI 137
