11	11	policy be established and enforced not later than August 15, 2025.

29	29	A BILL FOR AN ACT to amend the Indiana Code concerning
30	30	higher education.
31	31	Be it enacted by the General Assembly of the State of Indiana:
32	32	1 SECTION 1. IC 21-49-7 IS ADDED TO THE INDIANA CODE AS
33	33	2 A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY

35	35	4 Chapter 7. Prohibition on Participation in Qualifying STEM
36	36	5 Programs
37	37	6 Sec. 1. (a) As used in this chapter, "foreign adversary" includes
38	38	7 the following:
39	39	8 (1) A foreign country described in 15 CFR 7.4.
40	40	9 (2) A foreign country designated as a threat to critical
41	41	10 infrastructure by the governor under IC 1-1-16-8.
42	42	11 (b) The term does not include Taiwan or Taiwanese nationals.
43	43	12 Sec. 2. As used in this chapter, "foreign student" means an
44	44	13 individual who is:
45	45	14 (1) enrolled in a state educational institution;
46	46	15 (2) a citizen of a foreign adversary; and
47	47	16 (3) not a United States citizen or an alien who is admitted into
48	48	17 the United States for lawful, permanent residence.

50	50	1 Sec. 3. As used in this chapter, "qualifying STEM program"
51	51	2 refers to one (1) of the following fields of study:
52	52	3 (1) Chemical engineering.
53	53	4 (2) Electrical engineering.
54	54	5 (3) Industrial engineering.
55	55	6 (4) Mechanical engineering.
56	56	7 Sec. 4. (a) The board of trustees of each state educational
57	57	8 institution shall adopt a policy that prohibits a foreign student
58	58	9 from enrolling in or receiving instruction in a qualifying STEM
59	59	10 program offered by the state educational institution.
60	60	11 (b) The policy described in subsection (a) must:
61	61	12 (1) be established and enforced not later than August 15,
62	62	13 2025; and
63	63	14 (2) apply to any foreign student who enrolls in a state
64	64	15 educational institution after August 15, 2025.
