2929 A BILL FOR AN ACT to amend the Indiana Code concerning

3131 Be it enacted by the General Assembly of the State of Indiana:
3232 1 SECTION 1. IC 21-49-7 IS ADDED TO THE INDIANA CODE AS

3535 4 Chapter 7. Prohibition on Participation in Qualifying STEM
3636 5 Programs
3737 6 Sec. 1. (a) As used in this chapter, "foreign adversary" includes
3838 7 the following:
3939 8 (1) A foreign country described in 15 CFR 7.4.
4040 9 (2) A foreign country designated as a threat to critical
4141 10 infrastructure by the governor under IC 1-1-16-8.
4242 11 (b) The term does not include Taiwan or Taiwanese nationals.
4343 12 Sec. 2. As used in this chapter, "foreign student" means an
4444 13 individual who is:
4545 14 (1) enrolled in a state educational institution;
4646 15 (2) a citizen of a foreign adversary; and
4747 16 (3) not a United States citizen or an alien who is admitted into
4848 17 the United States for lawful, permanent residence.

5050 1 Sec. 3. As used in this chapter, "qualifying STEM program"
5151 2 refers to one (1) of the following fields of study:
5252 3 (1) Chemical engineering.
5353 4 (2) Electrical engineering.
5454 5 (3) Industrial engineering.
5555 6 (4) Mechanical engineering.
5656 7 Sec. 4. (a) The board of trustees of each state educational
5757 8 institution shall adopt a policy that prohibits a foreign student
5858 9 from enrolling in or receiving instruction in a qualifying STEM
5959 10 program offered by the state educational institution.
6060 11 (b) The policy described in subsection (a) must:
6161 12 (1) be established and enforced not later than August 15,
6262 13 2025; and
6363 14 (2) apply to any foreign student who enrolls in a state
6464 15 educational institution after August 15, 2025.
