2727 A BILL FOR AN ACT to amend the Indiana Code concerning
2828 agriculture and animals.
2929 Be it enacted by the General Assembly of the State of Indiana:
3030 1 SECTION 1. IC 15-17-22 IS ADDED TO THE INDIANA CODE
3131 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
3232 3 JULY 1, 2025]:
3333 4 Chapter 22. Animal Blood Bank Regulations
3434 5 Sec. 1. As used in this chapter, "animal blood bank" means an
3535 6 establishment that produces animal blood or blood component
3636 7 products from a:
3737 8 (1) captive closed colony; or
3838 9 (2) community sourced animal;
3939 10 to donate, market, or sell for use in the cure, mitigation, treatment,
4040 11 or prevention of injury or disease in animals.
4141 12 Sec. 2. (a) As used in this chapter, "blood" means blood
4242 13 collected directly from a donor animal for transfusion.
4343 14 (b) The term includes blood components for transfusion,
4444 15 including:
4545 16 (1) packed red blood cells;
4646 17 (2) platelet-rich plasma;

4848 1 (3) platelet concentrates;
4949 2 (4) fresh plasma;
5050 3 (5) fresh frozen plasma;
5151 4 (6) frozen plasma;
5252 5 (7) cryoprecipitate; and
5353 6 (8) cryosupernatant.
5454 7 (c) The term does not include antibody products such as
5555 8 hyperimmune serums.
5656 9 Sec. 3. As used in this chapter, "captive closed colony" means an
5757 10 establishment that:
5858 11 (1) keeps;
5959 12 (2) houses; or
6060 13 (3) maintains;
6161 14 animals in any way for the purpose of collecting animal blood or
6262 15 animal blood components.
6363 16 Sec. 4. As used in this chapter, "community sourced" means a
6464 17 blood donation to an animal blood bank from a donor animal that
6565 18 is:
6666 19 (1) kept;
6767 20 (2) housed; and
6868 21 (3) maintained;
6969 22 at the residence of an individual who is the owner of the animal.
7070 23 Sec. 5. The board shall, not later than July 1, 2026, adopt rules
7171 24 under IC 4-22-2 to establish:
7272 25 (1) standards of care for animals donating blood at an animal
7373 26 blood bank; and
7474 27 (2) a routine inspection program for animal blood banks.
