27	27	A BILL FOR AN ACT to amend the Indiana Code concerning
28	28	agriculture and animals.
29	29	Be it enacted by the General Assembly of the State of Indiana:
30	30	1 SECTION 1. IC 15-17-22 IS ADDED TO THE INDIANA CODE
31	31	2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
32	32	3 JULY 1, 2025]:
33	33	4 Chapter 22. Animal Blood Bank Regulations
34	34	5 Sec. 1. As used in this chapter, "animal blood bank" means an
35	35	6 establishment that produces animal blood or blood component
36	36	7 products from a:
37	37	8 (1) captive closed colony; or
38	38	9 (2) community sourced animal;
39	39	10 to donate, market, or sell for use in the cure, mitigation, treatment,
40	40	11 or prevention of injury or disease in animals.
41	41	12 Sec. 2. (a) As used in this chapter, "blood" means blood
42	42	13 collected directly from a donor animal for transfusion.
43	43	14 (b) The term includes blood components for transfusion,
44	44	15 including:
45	45	16 (1) packed red blood cells;
46	46	17 (2) platelet-rich plasma;

48	48	1 (3) platelet concentrates;
49	49	2 (4) fresh plasma;
50	50	3 (5) fresh frozen plasma;
51	51	4 (6) frozen plasma;
52	52	5 (7) cryoprecipitate; and
53	53	6 (8) cryosupernatant.
54	54	7 (c) The term does not include antibody products such as
55	55	8 hyperimmune serums.
56	56	9 Sec. 3. As used in this chapter, "captive closed colony" means an
57	57	10 establishment that:
58	58	11 (1) keeps;
59	59	12 (2) houses; or
60	60	13 (3) maintains;
61	61	14 animals in any way for the purpose of collecting animal blood or
62	62	15 animal blood components.
63	63	16 Sec. 4. As used in this chapter, "community sourced" means a
64	64	17 blood donation to an animal blood bank from a donor animal that
65	65	18 is:
66	66	19 (1) kept;
67	67	20 (2) housed; and
68	68	21 (3) maintained;
69	69	22 at the residence of an individual who is the owner of the animal.
70	70	23 Sec. 5. The board shall, not later than July 1, 2026, adopt rules
71	71	24 under IC 4-22-2 to establish:
72	72	25 (1) standards of care for animals donating blood at an animal
73	73	26 blood bank; and
74	74	27 (2) a routine inspection program for animal blood banks.
