Synopsis:  Regulation of animal blood banks. Requires the board of
animal health to establish: (1) standards of care for animals donating
blood at an animal blood bank; and (2) a routine inspection program for
animal blood banks.

HOUSE BILL No. 1445
A BILL FOR AN ACT to amend the Indiana Code concerning
agriculture and animals.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 15-17-22 IS ADDED TO THE INDIANA CODE
2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2025]:
4 Chapter 22. Animal Blood Bank Regulations
5 Sec. 1. As used in this chapter, "animal blood bank" means an
6 establishment that produces animal blood or blood component
7 products from a:
8 (1) captive closed colony; or
9 (2) community sourced animal;
10 to donate, market, or sell for use in the cure, mitigation, treatment,
11 or prevention of injury or disease in animals.
12 Sec. 2. (a) As used in this chapter, "blood" means blood
13 collected directly from a donor animal for transfusion.
14 (b) The term includes blood components for transfusion,
15 including:
16 (1) packed red blood cells;
17 (2) platelet-rich plasma;

1 (3) platelet concentrates;
2 (4) fresh plasma;
3 (5) fresh frozen plasma;
4 (6) frozen plasma;
5 (7) cryoprecipitate; and
6 (8) cryosupernatant.
7 (c) The term does not include antibody products such as
8 hyperimmune serums.
9 Sec. 3. As used in this chapter, "captive closed colony" means an
10 establishment that:
11 (1) keeps;
12 (2) houses; or
13 (3) maintains;
14 animals in any way for the purpose of collecting animal blood or
15 animal blood components.
16 Sec. 4. As used in this chapter, "community sourced" means a
17 blood donation to an animal blood bank from a donor animal that
18 is:
19 (1) kept;
20 (2) housed; and
21 (3) maintained;
22 at the residence of an individual who is the owner of the animal.
23 Sec. 5. The board shall, not later than July 1, 2026, adopt rules
24 under IC 4-22-2 to establish:
25 (1) standards of care for animals donating blood at an animal
26 blood bank; and
27 (2) a routine inspection program for animal blood banks.
