2727 A BILL FOR AN ACT to amend the Indiana Code concerning
2828 health.
2929 Be it enacted by the General Assembly of the State of Indiana:
3030 1 SECTION 1. IC 16-18-2-294.5, AS AMENDED BY P.L.208-2015,
3131 2 SECTION 4, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3232 3 JULY 1, 2025]: Sec. 294.5. (a) "Program", for purposes of
3333 4 IC 16-35-12, has the meaning set forth in IC 16-35-12-1.
3434 5 (a) (b) "Program", for purposes of IC 16-40-4, has the meaning set
3535 6 forth in IC 16-40-4-3.
3636 7 (b) (c) "Program", for purposes of IC 16-41-7.5, has the meaning set
3737 8 forth in IC 16-41-7.5-2.
3838 9 (c) (d) "Program", for purposes of IC 16-47-1, has the meaning set
3939 10 forth in IC 16-47-1-3.
4040 11 SECTION 2. IC 16-35-12 IS ADDED TO THE INDIANA CODE
4141 12 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE

4343 14 Chapter 12. Telephone Assistance Line for Mothers
4444 15 Sec. 1. As used in this chapter, "program" refers to the
4545 16 telephone assistance line for mothers program established under
4646 17 section 2 of this chapter.

4848 1 Sec. 2. (a) The state department shall establish and administer
4949 2 the telephone assistance line for mothers program for the purpose
5050 3 of helping mothers who are experiencing behavioral health issues
5151 4 to connect with health care providers to obtain behavioral health
5252 5 resources.
5353 6 (b) The state department shall employ at least the following for
5454 7 the program:
5555 8 (1) A psychiatrist licensed under IC 25-22.5.
5656 9 (2) A psychologist licensed under IC 25-33.
5757 10 Sec. 3. The program must include the operation of a dedicated
5858 11 telephone number Monday through Friday from at least 8 a.m.
5959 12 until 5 p.m. that serves as the entry point to the program for health
6060 13 care providers to be able to connect available services for a mother
6161 14 with behavioral health concerns. Services must include the
6262 15 following:
6363 16 (1) An immediate clinical consultation over the telephone.
6464 17 (2) An expedited face-to-face behavioral health consultation.
6565 18 (3) Care coordination for assistance with referrals to
6666 19 community behavioral health services.
6767 20 Sec. 4. The state department shall provide professional
6868 21 continuing education on behavioral health matters for health care
6969 22 providers employed by the program.
