Synopsis:  Telephone assistance line for mothers. Establishes the
telephone assistance line for mothers program for the purpose of
providing a telephone assistance line for mothers who are experiencing
behavioral health issues to connect with health care providers to obtain
behavioral health resources.
Effective:  July 1, 2025.

HOUSE BILL No. 1462
A BILL FOR AN ACT to amend the Indiana Code concerning
health.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 16-18-2-294.5, AS AMENDED BY P.L.208-2015,
2 SECTION 4, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2025]: Sec. 294.5. (a) "Program", for purposes of
4 IC 16-35-12, has the meaning set forth in IC 16-35-12-1.
5 (a) (b) "Program", for purposes of IC 16-40-4, has the meaning set
6 forth in IC 16-40-4-3.
7 (b) (c) "Program", for purposes of IC 16-41-7.5, has the meaning set
8 forth in IC 16-41-7.5-2.
9 (c) (d) "Program", for purposes of IC 16-47-1, has the meaning set
10 forth in IC 16-47-1-3.
11 SECTION 2. IC 16-35-12 IS ADDED TO THE INDIANA CODE
12 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
13 JULY 1, 2025]:
14 Chapter 12. Telephone Assistance Line for Mothers
15 Sec. 1. As used in this chapter, "program" refers to the
16 telephone assistance line for mothers program established under
17 section 2 of this chapter.

1 Sec. 2. (a) The state department shall establish and administer
2 the telephone assistance line for mothers program for the purpose
3 of helping mothers who are experiencing behavioral health issues
4 to connect with health care providers to obtain behavioral health
5 resources.
6 (b) The state department shall employ at least the following for
7 the program:
8 (1) A psychiatrist licensed under IC 25-22.5.
9 (2) A psychologist licensed under IC 25-33.
10 Sec. 3. The program must include the operation of a dedicated
11 telephone number Monday through Friday from at least 8 a.m.
12 until 5 p.m. that serves as the entry point to the program for health
13 care providers to be able to connect available services for a mother
14 with behavioral health concerns. Services must include the
15 following:
16 (1) An immediate clinical consultation over the telephone.
17 (2) An expedited face-to-face behavioral health consultation.
18 (3) Care coordination for assistance with referrals to
19 community behavioral health services.
20 Sec. 4. The state department shall provide professional
21 continuing education on behavioral health matters for health care
22 providers employed by the program.
