2525 A BILL FOR AN ACT to amend the Indiana Code concerning

2727 Be it enacted by the General Assembly of the State of Indiana:
2828 1 SECTION 1. IC 21-27-11 IS ADDED TO THE INDIANA CODE
2929 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE
3030 3 JULY 1, 2025]:
3131 4 Chapter 11. State Educational Institution Prohibitions
3232 5 Sec. 1. As used in this chapter, "speaker series" means a series
3333 6 of speakers invited to a state educational institution campus to
3434 7 lecture, speak, or present on a topic.
3535 8 Sec. 2. As used in this chapter, "state educational institution
3636 9 funds" refers to any of the following sources of funding provided
3737 10 to a state educational institution:
3838 11 (1) Appropriations from the general assembly.
3939 12 (2) Funds received from tuition.
4040 13 (3) Funds received from mandatory student fees.
4141 14 Sec. 3. A state educational institution may not use state
4242 15 educational institution funds to finance a speaker series, including
4343 16 any of the following costs associated with a speaker series:
4444 17 (1) Speaker fees.

4646 1 (2) Speaker travel costs.
4747 2 (3) Operational costs, including staff time, marketing, or
4848 3 promotional costs, for a facility at which the speaker series
