HOUSE BILL No. 1510 A BILL FOR AN ACT to amend the Indiana Code concerning education and to make an appropriation. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 20-20-52 IS ADDED TO THE INDIANA CODE 2 AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE 3 JULY 1, 2025]: 4 Chapter 52. Grants for School Counselors 5 Sec. 1. This chapter does not apply to a virtual charter school 6 (as defined in IC 20-24-1-10). 7 Sec. 2. As used in this chapter, "fund" means the school 8 counselor grant fund established by section 3 of this chapter. 9 Sec. 3. (a) The school counselor grant fund is established for the 10 purpose of providing school counselor grants to school 11 corporations and charter schools for the employment of school 12 counselors. 13 (b) The fund consists of the following: 14 (1) Appropriations made by the general assembly. 15 (2) Gifts, grants, devises, or bequests made to the department 16 to achieve the purposes of the fund. 17 (c) The department shall administer the fund. 2025 IN 1510—LS 7398/DI 110 2 1 (d) The expenses of administering the fund shall be paid from 2 money in the fund. 3 (e) The treasurer of state shall invest the money in the fund not 4 currently needed to meet the obligations of the fund in the same 5 manner as other public funds may be invested. Interest that 6 accrues from these investments shall be deposited in the fund. 7 (f) Money in the fund at the end of a state fiscal year does not 8 revert to the state general fund but remains available to be used for 9 the purposes of this chapter. 10 Sec. 4. To be eligible for a school counselor grant under this 11 chapter, a school corporation or charter school must submit an 12 application in a manner prescribed by the department that 13 includes the following information: 14 (1) The current school counselor to student ratio for the 15 school corporation or charter school. 16 (2) A description and plan regarding how the school 17 corporation or charter school intends to use a grant awarded 18 under this chapter to lower the school corporation's or 19 charter school's school counselor to student ratio. 20 Sec. 5. The department may award school counselor grants to 21 school corporations and charter schools that meet the 22 requirements of this chapter. 23 Sec. 6. The state board may adopt rules under IC 4-22-2 to 24 implement this chapter. 25 SECTION 2. [EFFECTIVE JULY 1, 2025] (a) There is 26 appropriated from the state general fund to the school counselor 27 grant fund established by IC 20-20-52-3, as added by this act, 28 fifteen million dollars ($15,000,000) for the state biennium 29 beginning July 1, 2025, and ending June 30, 2027. 30 (b) This SECTION expires July 1, 2027. 2025 IN 1510—LS 7398/DI 110
