28	28	A BILL FOR AN ACT to amend the Indiana Code concerning
29	29	elections.
30	30	Be it enacted by the General Assembly of the State of Indiana:
31	31	1 SECTION 1. IC 3-5-2-11.3 IS ADDED TO THE INDIANA CODE
32	32	2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
33	33	3 1, 2025]: Sec. 11.3. "College address", for purposes of IC 3-5-5-7,
34	34	4 means the address where a student lives when the student attends
35	35	5 the postsecondary educational institution at which the student
36	36	6 pursues the student's education.
37	37	7 SECTION 2. IC 3-5-2-35.5 IS ADDED TO THE INDIANA CODE
38	38	8 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
39	39	9 1, 2025]: Sec. 35.5. "Permanent address", for purposes of
40	40	10 IC 3-5-5-7, means the address where a student lives when the
41	41	11 student is not attending the postsecondary educational institution
42	42	12 at which the student pursues the student's education.
43	43	13 SECTION 3. IC 3-5-2-40.5, AS AMENDED BY P.L.209-2021,
44	44	14 SECTION 4, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
45	45	15 JULY 1, 2025]: Sec. 40.5. (a) Except as provided in subsection (b) or
46	46	16 (c), "proof of identification" refers to a document that satisfies all the
47	47	17 following:

49	49	1 (1) The document shows the name of the individual to whom the
50	50	2 document was issued, and the name conforms to the name in the
51	51	3 individual's voter registration record.
52	52	4 (2) The document shows a photograph of the individual to whom
53	53	5 the document was issued.
54	54	6 (3) The document includes an expiration date, and the document:
55	55	7 (A) is not expired; or
56	56	8 (B) expired after the date of the most recent general election.
57	57	9 (4) The document was issued by the United States or the state of
58	58	10 Indiana.
59	59	11 (b) Notwithstanding subsection (a)(3), a document issued by the
60	60	12 United States Department of Defense, the United States Department of
61	61	13 Veterans Affairs (or its predecessor, the Veterans Administration), a
62	62	14 branch of the uniformed services, the Merchant Marine, the Indiana
63	63	15 National Guard, or a Native American Indian tribe or band recognized
64	64	16 by the United States government that:
65	65	17 (1) otherwise complies with the requirements of subsection (a);
66	66	18 and
67	67	19 (2) has no expiration date or states that the document has an
68	68	20 indefinite expiration date;
69	69	21 is sufficient proof of identification for purposes of this title.
70	70	22 (c) A document issued by a postsecondary educational
71	71	23 institution is not sufficient proof of identification for purposes of
72	72	24 this title.
73	73	25 SECTION 4. IC 3-5-5-7, AS AMENDED BY P.L.169-2015,
74	74	26 SECTION 6, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
75	75	27 JULY 1, 2025]: Sec. 7. (a) Subject to section 6 of this chapter, a person
76	76	28 does not gain residency in a precinct in which the person is physically
77	77	29 present for:
78	78	30 (1) temporary employment;
79	79	31 (2) educational purposes, except as provided in subsection (b);
80	80	32 (3) preparing to purchase or occupy a residence; or
81	81	33 (4) other purposes;
82	82	34 without the intent of making a permanent home in the precinct.
83	83	35 (b) The following apply to a student attending a postsecondary
84	84	36 educational institution in Indiana:
85	85	37 (1) A student who applies to register to vote shall state the
86	86	38 student's residence address.
87	87	39 (2) A student has only one (1) residence for purposes of this title.
88	88	40 (3) A student may who meets either of the following
89	89	41 descriptions at the time the student registers to vote may state
90	90	42 the student's residence as either of the following, but not both: the

92	92	1 student's college address:
93	93	2 (A) The address where the student lives when has for at least
94	94	3 twelve (12) months resided in the precinct that includes the
95	95	4 student attends the postsecondary educational institution
96	96	5 where the student pursues the student's education. student's
97	97	6 college address.
98	98	7 (B) The address where the student lives when the student is
99	99	8 has a college address but does not attending the
100	100	9 postsecondary educational institution where the student
101	101	10 pursues the student's education. have a permanent address.
102	102	11 (4) Except as provided in subdivision (3)(A), a student who
103	103	12 has a permanent address at the time the student registers to
104	104	13 vote may not state the student's residence as the student's
105	105	14 college address.
