2525 2 President Jimmy Carter.
2626 3 Whereas, U.S. President Jimmy Carter was born James Earl
2727 4 Carter, Jr., on October 1, 1924, in Plains, Georgia;
2828 5 Whereas, President Carter graduated from Plains High
2929 6 School in 1941, studied at Georgia Southwestern College and
3030 7 the Georgia Institute of Technology, and graduated with
3131 8 distinction in the top ten percent of his class at the United
3232 9 States Naval Academy in 1946;
3333 10 Whereas, President Carter married Rosalynn Smith on July
3434 11 7, 1946, and they later had four children, 12 grandchildren,
3535 12 and 14 great-grandchildren;
3636 13 Whereas, President Carter rose to the rank of Lieutenant in
3737 14 the United States Navy submarine service, where he was
3838 15 assigned to the elite nuclear submarine program;
3939 16 Whereas, President Carter resigned from the Navy after his
4040 17 father's passing in 1953, returning to his hometown to run his
4141 18 family's peanut farm and warehouse;
4242 19 Whereas, President Carter began his career of public service
4343 20 in leadership positions in Sumter County, Georgia, before
4444 21 being elected to serve two terms in the Georgia State Senate
4545 22 from 1963 to 1967;
4646 23 Whereas, President Carter was elected the 76th Governor of
4747 24 Georgia in 1971 and served until 1975;

4949 1 Whereas, The people of the United States elected Jimmy
5050 2 Carter to serve as the 39th President of the United States from
5151 3 1977 to 1981;
5252 4 Whereas, In September 1978, President Carter brokered the
5353 5 Camp David Accords between Egypt and Israel, which
5454 6 established a framework for a historic peace treaty between the
5555 7 two countries;
5656 8 Whereas, In October 1978, President Carter signed the Civil
5757 9 Service Reform Act of 1978 that established the Office of
5858 10 Personnel Management in the executive branch, created the
5959 11 Senior Executive Service, and codified federal labor relations
6060 12 for non-postal federal employees;
6161 13 Whereas, The United States and the People's Republic of
6262 14 China established official diplomatic relations for the first time
6363 15 under President Carter's administration;
6464 16 Whereas, President Carter worked with Congress to create
6565 17 the Department of Education and the Department of Energy;
6666 18 Whereas, In 1979, President Carter successfully negotiated
6767 19 the second Strategic Arms Limitations Treaty (SALT II) with
6868 20 the Soviet Union to restrict the nuclear forces of both countries;
6969 21 Whereas, After leaving the White House, President Carter
7070 22 served as a professor at Emory University in Atlanta, Georgia,
7171 23 and co-founded, with his wife, The Carter Center to alleviate
7272 24 human suffering and advance human rights by strengthening
7373 25 democracy, resolving conflicts, fighting tropical diseases, and
7474 26 improving access to mental health care worldwide;
7575 27 Whereas, The Carter Center has engaged in conflict
7676 28 mediation in the Middle East, Africa, Europe, South America,
7777 29 the Caribbean, and Asia, led efforts that have nearly eradicated
7878 30 the Guinea worm disease and eliminated several other tropical
7979 31 diseases in regions of Africa and the Americas, improved
8080 32 mental health care, faithfully observed more than 100 elections
8181 33 in 40 countries to strengthen democracy worldwide, and
8282 34 promoted international human rights;
8383 35 Whereas, President Carter was a dedicated volunteer with
8484 36 Habitat for Humanity and co-led the Jimmy and Rosalynn

8686 1 Carter Work Project for over 30 years, working on
8787 2 approximately 4,400 homes in 14 countries to build affordable
8888 3 housing;
8989 4 Whereas, President Carter received the United Nations
9090 5 Human Rights Prize in 1998;
9191 6 Whereas, President Carter and Rosalynn Carter jointly
9292 7 received the Presidential Medal of Freedom in 1999 for their
9393 8 contributions toward advancing peace, human rights, and
9494 9 health globally;
9595 10 Whereas, In 2002, President Carter was awarded the Nobel
9696 11 Peace Prize for his decades of work in international conflict
9797 12 resolution, human rights, and economic and social
9898 13 development, making him one of only four U.S. presidents to
9999 14 receive the prize;
100100 15 Whereas, President Carter passed away on December 29,
101101 16 2024, at his home in Plains, Georgia, surrounded by his family;
102102 17 Whereas, President Carter lived to be 100 years old, longer
103103 18 than any other U.S. president; and
104104 19 Whereas, President Carter leaves behind an honorable legacy
105105 20 of humanitarian work and a shining example of a lifetime of
106106 21 service: Therefore,
107107 22 Be it resolved by the House of Representatives
108108 23 of the General Assembly of the State of Indiana,
109109 24 the Senate concurring:
110110 25 SECTION 1. That the Indiana General Assembly honors the
111111 26 life and legacy of U.S. President Jimmy Carter and commends
112112 27 his life-long career of public service, humanitarian leadership,
113113 28 diplomacy, and courageous advocacy.
114114 29 SECTION 2. That the Principal Clerk of the House of
115115 30 Representatives shall transmit a copy of this resolution to State
116116 31 Representative Cherrish Pryor for distribution.
