5 Whereas, President Carter graduated from Plains High 6 School in 1941, studied at Georgia Southwestern College and 7 the Georgia Institute of Technology, and graduated with 8 distinction in the top ten percent of his class at the United 9 States Naval Academy in 1946; 10 Whereas, President Carter married Rosalynn Smith on July 11 7, 1946, and they later had four children, 12 grandchildren, 12 and 14 great-grandchildren; 13 Whereas, President Carter rose to the rank of Lieutenant in 14 the United States Navy submarine service, where he was 15 assigned to the elite nuclear submarine program; 16 Whereas, President Carter resigned from the Navy after his 17 father's passing in 1953, returning to his hometown to run his 18 family's peanut farm and warehouse; 19 Whereas, President Carter began his career of public service 20 in leadership positions in Sumter County, Georgia, before 21 being elected to serve two terms in the Georgia State Senate 22 from 1963 to 1967; 23 Whereas, President Carter was elected the 76th Governor of 24 Georgia in 1971 and served until 1975; 2025 HC 1014/DI 140 2 1 Whereas, The people of the United States elected Jimmy 2 Carter to serve as the 39th President of the United States from 3 1977 to 1981; 4 Whereas, In September 1978, President Carter brokered the 5 Camp David Accords between Egypt and Israel, which 6 established a framework for a historic peace treaty between the 7 two countries; 8 Whereas, In October 1978, President Carter signed the Civil 9 Service Reform Act of 1978 that established the Office of 10 Personnel Management in the executive branch, created the 11 Senior Executive Service, and codified federal labor relations 12 for non-postal federal employees; 13 Whereas, The United States and the People's Republic of 14 China established official diplomatic relations for the first time 15 under President Carter's administration; 16 Whereas, President Carter worked with Congress to create 17 the Department of Education and the Department of Energy; 18 Whereas, In 1979, President Carter successfully negotiated 19 the second Strategic Arms Limitations Treaty (SALT II) with 20 the Soviet Union to restrict the nuclear forces of both countries; 21 Whereas, After leaving the White House, President Carter 22 served as a professor at Emory University in Atlanta, Georgia, 23 and co-founded, with his wife, The Carter Center to alleviate 24 human suffering and advance human rights by strengthening 25 democracy, resolving conflicts, fighting tropical diseases, and 26 improving access to mental health care worldwide; 27 Whereas, The Carter Center has engaged in conflict 28 mediation in the Middle East, Africa, Europe, South America, 29 the Caribbean, and Asia, led efforts that have nearly eradicated 30 the Guinea worm disease and eliminated several other tropical 31 diseases in regions of Africa and the Americas, improved 32 mental health care, faithfully observed more than 100 elections 33 in 40 countries to strengthen democracy worldwide, and 34 promoted international human rights; 35 Whereas, President Carter was a dedicated volunteer with 36 Habitat for Humanity and co-led the Jimmy and Rosalynn 2025 HC 1014/DI 140 3 1 Carter Work Project for over 30 years, working on 2 approximately 4,400 homes in 14 countries to build affordable 3 housing; 4 Whereas, President Carter received the United Nations 5 Human Rights Prize in 1998; 6 Whereas, President Carter and Rosalynn Carter jointly 7 received the Presidential Medal of Freedom in 1999 for their 8 contributions toward advancing peace, human rights, and 9 health globally; 10 Whereas, In 2002, President Carter was awarded the Nobel 11 Peace Prize for his decades of work in international conflict 12 resolution, human rights, and economic and social 13 development, making him one of only four U.S. presidents to 14 receive the prize; 15 Whereas, President Carter passed away on December 29, 16 2024, at his home in Plains, Georgia, surrounded by his family; 17 Whereas, President Carter lived to be 100 years old, longer 18 than any other U.S. president; and 19 Whereas, President Carter leaves behind an honorable legacy 20 of humanitarian work and a shining example of a lifetime of 21 service: Therefore, 22 Be it resolved by the House of Representatives 23 of the General Assembly of the State of Indiana, 24 the Senate concurring: 25 SECTION 1. That the Indiana General Assembly honors the 26 life and legacy of U.S. President Jimmy Carter and commends 27 his life-long career of public service, humanitarian leadership, 28 diplomacy, and courageous advocacy. 29 SECTION 2. That the Principal Clerk of the House of 30 Representatives shall transmit a copy of this resolution to State 31 Representative Cherrish Pryor for distribution. 2025 HC 1014/DI 140
