2727 1 A CONCURRENT RESOLUTION honoring the late State
2828 2 Senator Jean Breaux.
2929 3 Whereas, State Senator Jean Breaux was born on September
3030 4 11, 1958, in Eckman, West Virginia, to parents Billie and
3131 5 Dominique Breaux;
3232 6 Whereas, Senator Breaux and her parents relocated to
3333 7 Indianapolis, Indiana, in the early 1960s, and she received her
3434 8 early education in Indianapolis Public Schools, Orchard
3535 9 Country Day School, and Ladywood High School;
3636 10 Whereas, Senator Breaux continued her studies at Boston
3737 11 University, Washington University, and Indiana Wesleyan
3838 12 University. She graduated from Indiana Wesleyan University
3939 13 with a bachelor's degree in Business Administration and also
4040 14 earned professional certificates from the Economic
4141 15 Development Institute and the International Economic
4242 16 Development Council;
4343 17 Whereas, In 2006, Senator Breaux was elected to replace her
4444 18 mother, Billie, in the Indiana State Senate. She served the
4545 19 people of Senate District 34 for 18 years until her death, as the
4646 20 Breaux family legacy of public service spanned more than three
4747 21 decades;
4848 22 Whereas, While in the Indiana Senate, Senator Breaux served
4949 23 as Assistant Democratic Leader for the Senate Democratic
5050 24 Caucus from 2012 to 2020, and she was a fierce advocate for
5151 25 children and working men and women. She was a constant
5252 26 voice calling for an end to the disparities in health care and

5454 1 championed causes for women's rights, lowering maternal and
5555 2 infant mortality rates, ending gun violence, advancing fair
5656 3 housing, and lowering utility cost;
5757 4 Whereas, Senator Breaux was a member of the Indiana
5858 5 Recycling Market Development Board and the Medicaid
5959 6 Advisory Commission. She was appointed to serve on the
6060 7 Health and Human Services Committee of the National
6161 8 Conference of State Legislatures, a bipartisan organization that
6262 9 serves the legislators and staffs of the nation's 50 states, and its
6363 10 commonwealths and territories;
6464 11 Whereas, Senator Breaux was a faithful member of the
6565 12 POWER Caucus, the National Black Caucus of State
6666 13 Legislators, and the Indiana Black Legislative Caucus,
6767 14 organizations she fully supported during her entire tenure as a
6868 15 legislator;
6969 16 Whereas, Senator Breaux also was a member of the
7070 17 Indianapolis Urban League, the NAACP, and a past board
7171 18 member for the National Kidney Foundation, a cause she
7272 19 championed since being diagnosed with kidney-related health
7373 20 issues as a young woman;
7474 21 Whereas, In 2009, Senator Breaux was selected to attend the
7575 22 Program for Emerging Political Leaders hosted by the State
7676 23 Legislative Leaders Foundation and the Darden School of
7777 24 Business at the University of Virginia. In 2011, Senator Breaux
7878 25 was appointed to the Board of Commissioners for the Indiana
7979 26 Women's Commission, and in 2013, she was an advisor on the
8080 27 Indiana State Fair Advisory Committee. She was also
8181 28 appointed to serve on the Commission on Improving the Status
8282 29 of Children in Indiana;
8383 30 Whereas, During her tenure, Senator Breaux received several
8484 31 honors and awards for her work on behalf of the people of
8585 32 District 34, including the Association of Retired Members of the
8686 33 General Assembly 2023-2024 Civility Award, The National
8787 34 Foundation for Women Legislators (NFWL) 2023, Elected
8888 35 Woman of Excellence Award, and Gamma Phi Delta Sorority's
8989 36 National Honorary Member of Distinction;
9090 37 Whereas, Senator Breaux successfully passed legislation
9191 38 allowing Medicaid coverage for doula services, expanding

9393 1 mental health treatment for inmates, identifying children in
9494 2 need of services to meet their needs, erecting a monument for
9595 3 suffragists at the Indiana Statehouse, and creating the Maternal
9696 4 Mortality Review Committee;
9797 5 Whereas, Senator Breaux passed away on March 20, 2024, at
9898 6 the age of 65; and
9999 7 Whereas, Senator Breaux is remembered by her colleagues as
100100 8 a strong advocate for women's rights and health, children's
101101 9 needs, and the whole of Indiana Senate District 34: Therefore,
102102 10 Be it resolved by the House of Representatives
103103 11 of the General Assembly of the State of Indiana,
104104 12 the Senate concurring:
105105 13 SECTION 1. That the Indiana General Assembly honors
106106 14 State Senator Jean Breaux and her lifelong advocacy for
107107 15 Hoosiers.
108108 16 SECTION 2. That the Principal Clerk of the House of
109109 17 Representatives shall transmit a copy of this resolution to State
110110 18 Representative Cherrish Pryor for distribution.
