She graduated from Indiana Wesleyan University 13 with a bachelor's degree in Business Administration and also 14 earned professional certificates from the Economic 15 Development Institute and the International Economic 16 Development Council; 17 Whereas, In 2006, Senator Breaux was elected to replace her 18 mother, Billie, in the Indiana State Senate. She served the 19 people of Senate District 34 for 18 years until her death, as the 20 Breaux family legacy of public service spanned more than three 21 decades; 22 Whereas, While in the Indiana Senate, Senator Breaux served 23 as Assistant Democratic Leader for the Senate Democratic 24 Caucus from 2012 to 2020, and she was a fierce advocate for 25 children and working men and women. She was a constant 26 voice calling for an end to the disparities in health care and 2025 HC 1023/DI 140 2 1 championed causes for women's rights, lowering maternal and 2 infant mortality rates, ending gun violence, advancing fair 3 housing, and lowering utility cost; 4 Whereas, Senator Breaux was a member of the Indiana 5 Recycling Market Development Board and the Medicaid 6 Advisory Commission. She was appointed to serve on the 7 Health and Human Services Committee of the National 8 Conference of State Legislatures, a bipartisan organization that 9 serves the legislators and staffs of the nation's 50 states, and its 10 commonwealths and territories; 11 Whereas, Senator Breaux was a faithful member of the 12 POWER Caucus, the National Black Caucus of State 13 Legislators, and the Indiana Black Legislative Caucus, 14 organizations she fully supported during her entire tenure as a 15 legislator; 16 Whereas, Senator Breaux also was a member of the 17 Indianapolis Urban League, the NAACP, and a past board 18 member for the National Kidney Foundation, a cause she 19 championed since being diagnosed with kidney-related health 20 issues as a young woman; 21 Whereas, In 2009, Senator Breaux was selected to attend the 22 Program for Emerging Political Leaders hosted by the State 23 Legislative Leaders Foundation and the Darden School of 24 Business at the University of Virginia. In 2011, Senator Breaux 25 was appointed to the Board of Commissioners for the Indiana 26 Women's Commission, and in 2013, she was an advisor on the 27 Indiana State Fair Advisory Committee. She was also 28 appointed to serve on the Commission on Improving the Status 29 of Children in Indiana; 30 Whereas, During her tenure, Senator Breaux received several 31 honors and awards for her work on behalf of the people of 32 District 34, including the Association of Retired Members of the 33 General Assembly 2023-2024 Civility Award, The National 34 Foundation for Women Legislators (NFWL) 2023, Elected 35 Woman of Excellence Award, and Gamma Phi Delta Sorority's 36 National Honorary Member of Distinction; 37 Whereas, Senator Breaux successfully passed legislation 38 allowing Medicaid coverage for doula services, expanding 2025 HC 1023/DI 140 3 1 mental health treatment for inmates, identifying children in 2 need of services to meet their needs, erecting a monument for 3 suffragists at the Indiana Statehouse, and creating the Maternal 4 Mortality Review Committee; 5 Whereas, Senator Breaux passed away on March 20, 2024, at 6 the age of 65; and 7 Whereas, Senator Breaux is remembered by her colleagues as 8 a strong advocate for women's rights and health, children's 9 needs, and the whole of Indiana Senate District 34: Therefore, 10 Be it resolved by the House of Representatives 11 of the General Assembly of the State of Indiana, 12 the Senate concurring: 13 SECTION 1. That the Indiana General Assembly honors 14 State Senator Jean Breaux and her lifelong advocacy for 15 Hoosiers. 16 SECTION 2.
