Synopsis:  Driver instructions of law enforcement procedures.
Requires the driver education advisory board to consult with the
commissioner of the bureau of motor vehicles (commissioner) and the
state police department, and advise the commissioner in the
administration of the policies of the commission and the bureau of
motor vehicles (bureau) regarding driver education in: (1) the
procedures of a law enforcement officer during a traffic stop; and (2)
the actions a person should take during a traffic stop, including
appropriate interaction with a law enforcement officer. Requires the
bureau to include in any driver education manual published by the
bureau the following: (1) A description of the procedures of a law
enforcement officer during a traffic stop. (2) An explanation of the
actions a person should take during a traffic stop, including appropriate
interaction with a law enforcement officer. Provides that driver
education curriculum must include instruction about actions to take
during a traffic stop and the appropriate interaction with a law
enforcement officer during a traffic stop.

SENATE BILL No. 19
A BILL FOR AN ACT to amend the Indiana Code concerning
motor vehicles.
Be it enacted by the General Assembly of the State of Indiana:
1 SECTION 1. IC 9-27-6-5, AS AMENDED BY P.L.85-2013,
2 SECTION 71, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2025]: Sec. 5. (a) As used in this section, "advisory board"
4 refers to the driver education advisory board established by subsection
5 (b).
6 (b) The driver education advisory board is established to advise the
7 commissioner in the administration of the policies of the commission
8 and the bureau regarding driver education.
9 (c) The advisory board is composed of seven (7) individuals
10 appointed by the commissioner as follows:
11 (1) Three (3) members must be driver education professionals
12 endorsed by the bureau under section 8 of this chapter. In the
13 selection of individuals for membership under this subdivision,
14 consideration must be given to driver education instruction
15 performed in urban and rural areas.
16 (2) One (1) member must be a traffic safety advocate.
17 (3) One (1) member must be a representative of the bureau.

1 (4) One (1) member must be a representative of higher education.
2 (5) One (1) member must be a representative of the insurance
3 industry.
4 (d) A member of the advisory board serves a two (2) year term. A
5 member may not be appointed to more than two (2) consecutive full
6 terms. Each member serves until the member's successor is appointed
7 and qualified.
8 (e) A member of the advisory board may be removed for good
9 cause.
10 (f) A vacancy on the advisory board shall be filled by the
11 appointment by the commissioner of an individual to fill the position
12 to which the vacating member was appointed under subsection (c) for
13 the vacating member's unexpired term.
14 (g) The advisory board shall:
15 (1) consult with and advise the commissioner in the
16 administration of the policies of the commission and the bureau
17 regarding driver education; and
18 (2) suggest rules regarding the education and training of persons
19 to operate or drive motor vehicles or to prepare a person for an
20 examination or validation for a driver's license; and
21 (3) consult with the commissioner and the state police
22 department, and advise the commissioner in the
23 administration of the policies of the commission and the
24 bureau regarding driver education in:
25 (A) the procedures of a law enforcement officer during a
26 traffic stop; and
27 (B) the actions a person should take during a traffic stop,
28 including appropriate interaction with a law enforcement
29 officer.
30 (h) A member of the advisory board is not subject to liability in a
31 civil action for bodily injury or property damage arising from or
32 thought to have arisen from an action taken in good faith as a member
33 of the advisory board.
34 SECTION 2. IC 9-27-6-10.5 IS ADDED TO THE INDIANA CODE
35 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY
36 1, 2025]: Sec. 10.5. The bureau shall include in any driver
37 education manual published by the bureau the following:
38 (1) A description of the procedures of a law enforcement
39 officer during a traffic stop.
40 (2) An explanation of the actions a person should take during
41 a traffic stop, including appropriate interaction with a law
42 enforcement officer.

1 SECTION 3. IC 9-27-6-11, AS AMENDED BY P.L.150-2015,
2 SECTION 6, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2025]: Sec. 11. In addition to adopting rules under sections
4 6(b), 8(b), and 9(b) of this chapter, the bureau shall adopt rules under
5 IC 4-22-2 concerning the following:
6 (1) Methods and procedures for the investigation and evaluation
7 of the qualifications of individuals applying for licenses under
8 sections 6 and 8 of this chapter.
9 (2) The criteria upon which to issue, deny, suspend, renew, and
10 revoke licenses under section 10 of this chapter, including
11 requirements for continuing education for instructors.
12 (3) Procedures for:
13 (A) the investigation into potential grounds for; and
14 (B) conduct of hearings on;
15 the issuance, renewal, cancellation, suspension, or revocation of
16 a license.
17 (4) Standards for classroom and in-car driver education
18 curriculum (including classroom instruction, Internet instruction,
19 and practice driving) and equipment. Classroom instruction
20 standards established under this subdivision must provide for
21 instruction about:
22 (A) railroad-highway grade crossing safety; and
23 (B) the procedure for participation in the human organ donor
24 program;
25 (C) actions to take during a traffic stop; and
26 (D) appropriate interaction with a law enforcement officer
27 during a traffic stop;
28 and must limit classroom instruction to students at least fifteen
29 (15) years of age.
30 (5) Limitations on the number of:
31 (A) hours an instructor may teach in a day; and
32 (B) classroom and driving hours in which a driver education
33 student may participate during a day.
34 (6) Programs to improve parental involvement in driver
35 education.
36 (7) Establishment and maintenance of standards for instructors of
37 driver education, including:
38 (A) secondary school driver education instructors;
39 (B) driver training school instructors; and
40 (C) higher education driver education instructors.
41 (8) Minimum hours of instruction for an approved driver
42 education course that include:

1 (A) thirty (30) hours of classroom or online training; and
2 (B) six (6) hours of behind-the-wheel training.
