SENATE BILL No. 71 A BILL FOR AN ACT to amend the Indiana Code concerning motor vehicles. Be it enacted by the General Assembly of the State of Indiana: 1 SECTION 1. IC 9-14-8-1, AS ADDED BY P.L.198-2016, 2 SECTION 188, IS AMENDED TO READ AS FOLLOWS 3 [EFFECTIVE JULY 1, 2025]: Sec. 1. The commissioner shall do the 4 following: 5 (1) Administer and enforce: 6 (A) this title and other statutes concerning the bureau; and 7 (B) the policies and procedures of the bureau. 8 (2) Organize the bureau in the manner necessary to carry out the 9 duties of the bureau, including by appointing and fixing the 10 salaries of the deputies, subordinate officers, clerks, and other 11 employees necessary to carry out this title, IC 6-6-5, IC 6-6-5.1, 12 IC 6-6-5.5, and IC 6-6-11. 13 (3) Submit budget proposals for the bureau to the budget director 14 before September 1 of each year. 15 (4) Not later than August 1 of each year, prepare for the interim 16 study committee on roads and transportation a report that includes 17 updates on the following: 2025 IN 71—LS 6398/DI 151 2 1 (A) Significant policy changes, including changes in 2 implementation. 3 (B) Contracts with third parties for performance of department 4 responsibilities and functions. 5 (C) Projects or other undertakings required by law. 6 (D) The status of the development of a secure and uniform 7 system to issue mobile credentials. 8 (D) (E) Any other information requested by the study 9 committee. 10 The report must be submitted in an electronic format under 11 IC 5-14-6. 12 (5) Design and procure a seal of office for the bureau. 13 (6) Appoint members to the driver licensing medical advisory 14 board under IC 9-14-11-3. 15 (7) Operate or be responsible for the administration of all license 16 branches in Indiana under IC 9-14.1. 17 (8) Assign to license branches those functions that: 18 (A) the commission or the bureau is legally required or 19 authorized to perform; and 20 (B) cannot be adequately performed by the commission or the 21 bureau without assistance from the license branches. 22 (9) Perform other duties as required by the bureau. 2025 IN 71—LS 6398/DI 151
